Objectives

The primary objective of this tender is to secure a contractor for the comprehensive maintenance of mechanical services at Nelson Mandela and Sarah Baartman Districts over a period of two years. The scope includes maintenance, repair, and replacement of various mechanical equipment such as HVAC systems, kitchen appliances, laundry equipment, generators, swimming pools, electric gates, water tanks, and related infrastructure to ensure their optimal and safe operation in accordance with relevant standards and regulations.

Scope

The scope encompasses:

• Maintenance, servicing, repair, and replacement of mechanical equipment across multiple facilities in Nelson Mandela and Sarah Baartman Districts.
• Mechanical equipment includes kitchen appliances (stoves, ovens, fryers, dishwashers), laundry machines, HVAC units (split, cassette, ducted), generators, swimming pools, electric gates, water tanks, and associated piping and electrical systems.
• Provision of emergency repairs, compliance testing, safety notices, and documentation such as test and compliance certificates.
• Adherence to health and safety standards, manufacturer specifications, and relevant South African standards (e.g., SANS 10400, SANS 10142).
• Regular inspections, maintenance checklists, and reporting as per detailed specifications.

Technical Requirements

The technical requirements include:

• Execution of maintenance in accordance with manufacturer’s instructions, relevant standards, and regulations.
• Provision of detailed maintenance checklists, inspection reports, and compliance certificates.
• Replacement of equipment when instructed, ensuring proper installation, sealing, and testing.
• Proper handling of refrigerants (R22, R410A), including leak repairs, pressure testing, and recharging.
• Installation of equipment with appropriate insulation, secure fixing, and neat electrical and piping connections.
• Adherence to health and safety plans, including risk assessments, safety notices, and compliance with Occupational Health and Safety Act.
• Provision of warranties, guarantees, and maintenance during the specified period.
• Regular testing, cleaning, and servicing of HVAC, kitchen, laundry, pool, gate, and water tank systems.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in maintenance and repair of HVAC systems, kitchen appliances, laundry equipment, generators, pools, and related mechanical systems.
• Qualified personnel with relevant certifications, including CIDB registration (minimum Grade 2ME PE / 3ME or higher), and technical expertise in refrigeration, electrical, plumbing, and mechanical maintenance.
• Capability to carry out detailed inspections, diagnostics, and repairs in compliance with safety and quality standards.
• Ability to prepare and submit detailed reports, compliance certificates, and maintenance schedules.
• Knowledge of South African standards (SANS), Occupational Health and Safety regulations, and environmental requirements.
• Capacity to manage multiple facilities, coordinate repairs, and ensure minimal disruption to operations.
• Strong project management, communication, and documentation skills to ensure timely completion and compliance with contractual obligations.
