Objectives

The primary objective of this tender is to appoint a service provider to undertake various technical studies and township establishment processes aimed at creating integrated and sustainable human settlements in the Tshing area within the jurisdiction of JB Marks Local Municipality, North-West Province. The project seeks to support the development of mixed-use typologies and social amenities, formalize informal settlements, and facilitate land rezoning and township approvals to accommodate residents in a sustainable community.

Scope

The scope of work includes:

• Conducting land survey and conveyancing activities for Portion 2 of Farm Alphen 515 IP (189.9974 hectares).
• Performing environmental impact assessments (EIA), stakeholder engagements, and securing necessary approvals.
• Preparing geotechnical reports, including soil and seismic assessments, and providing geotechnical recommendations.
• Assessing existing and proposed bulk infrastructure capacities for water, sewer, electricity, roads, and stormwater, including high-level costing and alternative infrastructure options.
• Conducting geohydrology studies for underground water harvesting and flood risk assessments.
• Carrying out traffic impact studies, market studies, and social facilitation to support community participation and stakeholder engagement.
• Leading town planning activities, including layout planning, rezoning applications, public participation, and township proclamation.

Technical Requirements

The technical requirements encompass:

• Comprehensive land survey and conveyancing documentation in formats such as DXF/DWG.
• Environmental impact assessments, including flora/fauna studies, pollution assessments, and public participation facilitation.
• Geotechnical investigations with soil profiling, seismic classification, and geotechnical structure recommendations.
• Engineering services analysis covering existing and alternative bulk infrastructure capacities for water, sewer, electricity, roads, and stormwater, with high-level cost estimates.
• Geohydrology studies to evaluate underground water sources, pollution levels, and stormwater catchment potential.
• Traffic impact assessments, including access planning and network capacity analysis.
• Market and social studies to inform development typologies, demand analysis, and community engagement strategies.
• Township establishment processes, including layout design, rezoning applications, public participation, and legal compliance.

Skills Requirements

The successful service provider must demonstrate:

• Experience in township establishment, land development, and sustainable human settlement projects, with evidence of relevant completed projects.
• Qualified professionals including:
• Town and Regional Planners (SACPLAN registered)
• Land Surveyors (SAGC registered)
• Environmental Scientists (SA Council for Natural Science registered)
• Geologists or Geotechnical Engineers (SACNASP or ECSA registered)
• Civil and Traffic Engineers (Pr Eng/Pr Tech Eng, ECSA registered)
• Social Facilitators with relevant social sciences qualifications
• Conveyancers (Law Practitioners Council or Law Society registered)
• Proven ability to manage multidisciplinary teams and coordinate stakeholder engagements effectively.
• Experience in environmental assessments, geotechnical investigations, infrastructure planning, and town planning processes.
• Capacity to deliver detailed reports, cost estimates, and facilitate public participation in compliance with relevant legislation.
