Objectives

The primary objective of this tender is to appoint property developer(s) or development consortiums/joint ventures for the planning, financing, development, implementation, and long-term management of a catalytic mixed-use development within the Nekkies Node on a portion of Remainder of Erf 19212, Knysna. The project aims to leverage private sector investment and expertise to unlock the economic potential of this strategically located site, fostering high-quality, transit-oriented, inclusive, and sustainable development that aligns with the Municipality's strategic planning and economic development goals.

Scope

The scope includes:

• Development of a mixed-use precinct at the Nekkies Gateway Precinct, situated at the intersection of the N2 and R339 roads.
• Obtaining all statutory approvals, permits, licenses, and authorizations required for the development and operation of the facility.
• Designing and submitting detailed site development plans and conceptual architectural drawings for approval.
• Engaging in environmental management and compliance processes, including Environmental Impact Assessments if necessary.
• Implementing the development, including infrastructure, public spaces, commercial, and community facilities.
• Entering into a lease agreement with the Municipality for 40 years, with an option to renew for an additional 40 years.
• Managing costs related to development, operation, maintenance, security, and management throughout the lease period.

Technical Requirements

The technical requirements encompass:

• Preparation of conceptual plans, elevations, artistic impressions, and usage proposals.
• Development of a comprehensive project budget, funding sources, and implementation timeline.
• Demonstration of environmental and statutory compliance, including environmental assessments and approvals.
• Provision of detailed work plans, implementation strategies, and project team details.
• Submission of proof of organizational capacity, relevant experience, and professional qualifications of key personnel.
• Design and planning that support inclusive economic participation, community empowerment, and accessibility for all persons, including those with disabilities.

Skills and Experience Requirements

Applicants must demonstrate:

• Relevant experience in similar property development projects, preferably of comparable scale and complexity.
• Provision of references and letters of support for previous projects.
• Access to qualified professionals such as project managers, architects, engineers, environmental specialists, and land surveyors, with proof of their credentials.
• Ability to prepare detailed development and environmental management plans.
• Financial capacity to undertake the development, supported by audited financial statements and funding commitments or lines of credit.
• Knowledge of applicable legislation, land use management, building control, environmental regulations, and municipal requirements.
• Experience in engaging with statutory authorities and obtaining necessary approvals and permits.
