Objectives

The primary objective of this tender is to appoint property developer(s) or development consortiums/joint ventures to plan, finance, develop, implement, and manage a catalytic mixed-use development within the Nekkies Node on a designated portion of Erf 19212, Knysna. The development aims to leverage private sector investment and expertise to unlock economic potential, promote inclusive growth, and create a vibrant, sustainable, transit-oriented area that aligns with municipal strategic planning and economic development goals.

Scope

The scope includes:

• Development of a mixed-use precinct at the Nekkies Gateway Precinct, situated at the intersection of the N2 and R339 roads.
• Obtaining all statutory approvals, permits, licenses, and environmental authorizations required for the development.
• Designing and submitting detailed site development plans and conceptual architectural drawings for municipal approval.
• Implementing infrastructure such as roads, utilities, public spaces, and supporting facilities.
• Engaging in environmental management and compliance processes, including Environmental Impact Assessments if necessary.
• Entering into a 40-year lease agreement with the municipality, with an option to renew for an additional 40 years.
• Managing costs related to development, operation, maintenance, security, and management throughout the lease period.

Technical Requirements

The technical requirements encompass:

• Preparation of comprehensive development proposals including conceptual plans, elevations, and artistic impressions.
• Demonstration of access to qualified professionals such as architects, engineers, environmentalists, and planners.
• Compliance with all applicable legislation, regulations, policies, and municipal requirements related to land use, building control, and environmental management.
• Submission of environmental assessments or authorizations as required.
• Provision of a detailed implementation plan, work strategy, and project timeline.
• Financial capacity to undertake and sustain the development, evidenced through audited financial statements and funding commitments.
• Provision of a project team with key personnel including project managers, engineers, architects, and environmental specialists.
• Design and planning that considers infrastructure, accessibility, inclusivity, and environmental sustainability.

Skills Requirements

The skills and expertise required for bidders include:

• Proven experience in catalytic property development, preferably in mixed-use, transit-oriented, or urban regeneration projects within the last ten years.
• Access to and ability to mobilize a team of qualified professionals such as:
• Project Director/Leader
• Professional Project Manager (SACPCMP)
• Architect (SACAP)
• Environmental Specialist (SACNASP)
• Geotechnical Engineer (Pr. Eng - ECSA)
• Transport Engineer (Pr. Eng - ECSA)
• Land Surveyor (GPR LS)
• Civil or Structural Engineer (Pr. Eng - ECSA)
• Experience in environmental management and obtaining environmental approvals.
• Financial capacity demonstrated through audited financial statements and funding arrangements.
• Ability to develop and implement detailed project plans, including design, construction, and operational phases.
• Knowledge of municipal, provincial, and national legislation relevant to land use, building, and environmental regulations.
• Skills in stakeholder engagement, community participation, and inclusive development practices.
