Objectives

The primary objective is to secure a qualified contractor to deliver a complete ventilation solution for Victoria Hospital. The employer aims to ensure the timely procurement, transport, and professional installation of ventilation units that meet healthcare facility operational and safety standards.

Scope

The tender covers a single comprehensive service package comprising:

• Procurement and supply of ventilation units
• Logistics, transportation, and delivery to the designated hospital site
• Professional installation, testing, and commissioning of the equipment

All work is to be executed at Victoria Hospital, with mandatory pre-bid coordination through a compulsory site meeting.

Technical Requirements

• CIDB Grading: Contractors must hold a Construction Industry Development Board grading of 1GB (General Building) or higher.
• System Registration: Bidders must be actively registered and compliant on the Western Cape Supplier Evidence Bank (WCSB), Central Supplier Database (CSD), and Electronic Procurement System (EPS).
• Submission Platform: All quotations, pricing, and supporting documentation must be uploaded exclusively to the EPS portal. Email or off-platform submissions will be automatically rejected.
• Mandatory Site Meeting: Attendance at the clarification session on 11 November 2026 at 12:30 PM at the Victoria Hospital Admin Block is compulsory. Late arrival or absence results in immediate disqualification.
• Contractual Documentation: Tenderers must complete, sign, and re-upload all required NEC3 forms alongside their financial offer. Incomplete documentation renders the bid non-compliant.
• Strict Deadlines: Tenders close at 16:00 on 18 November 2026. Late, unsigned, or improperly formatted bids will not be evaluated.

• Specialized Expertise: Preference is awarded to contractors who specialize exclusively in ventilation systems, with demonstrated experience in institutional or healthcare environments.
• Procurement Navigation: Proven ability to operate within provincial government e-procurement frameworks, including accurate completion of digital tender portals and compliance registries.
• Installation Competency: Technical capacity to manage site logistics, coordinate mechanical installations, adhere to hospital operational schedules, and maintain health and safety standards throughout execution.
