Objectives

The primary objective of this tender is to appoint one or more qualified service providers (up to a maximum of three per line item) to supply and deliver a range of electrical infrastructure components including miniature substations, ringmain units, metering units, distribution transformers, plinths, and transformer oil to the Rustenburg Local Municipality. The contract aims to ensure the availability of these components on an as-needed basis over a period of three years, supporting the municipality's electrical distribution and infrastructure development projects.

Scope

The scope encompasses the procurement, supply, and delivery of:

• Miniature substations (various ratings up to 800 kVA), including SF6 or vacuum types, compliant with specified standards.
• Ringmain units (RMUs) with specified configurations and testing facilities.
• Metering units, including high-voltage (HV) and low-voltage (LV) metering transformers, and associated accessories.
• Distribution transformers of various ratings (from 25 kVA to 1250 kVA), including oil-filled, outdoor, and compliant with specified standards.
• Transformer oil, including delivery and testing.
• Associated accessories such as plinths, bushings, surge arresters, and cable termination equipment.

The delivery is to be on an as-required basis over three years, with specific technical, safety, and quality standards to be met for each component.

Technical Requirements

The technical specifications are detailed and include:

• Compliance with relevant standards such as SANS 1029, SANS 1030, NRS 004-1, IEC 61330, IEC 60044, BS 171, and others.
• Mini substations shall be rated for 11kV/230/400V, with specific design features including SF6 or vacuum switchgear, arc-proof enclosures, and IP ratings (IP2X/IP67).
• Ringmain units must be outdoor, arc-proof, fully enclosed, with specified configurations (e.g., 2 isolators and 1 breaker), and include cable testing facilities.
• Transformers shall be oil-filled, outdoor, with specified ratings, impedance, losses, and temperature rise limits, and shall include features such as Buchholz relays, thermometers, and suitable mounting brackets.
• Metering units must include current transformers, voltage transformers, and revenue meters with specified accuracy classes, communication modules, and installation requirements.
• All equipment must be tested and certified, with type-test certificates submitted for approval.
• Design features include proper earthing, interlocks, safety labels, corrosion protection, and environmental considerations.

Skills Requirements

The successful service providers must demonstrate:

• Proven experience in manufacturing, supplying, and installing medium voltage and distribution electrical equipment, including substations, RMUs, transformers, and metering units.
• Compliance with all relevant standards and safety regulations, including occupational health and safety acts.
• Capability to provide detailed technical data, dimensional drawings, and comprehensive test certificates.
• Ability to deliver equipment in a safe manner, including offloading and transportation, with minimal risk of damage.
• Provision of after-sales support, maintenance manuals, warranties, and technical assistance.
• Experience in environmental management and quality assurance, aligned with ISO 9001 and ISO 14001 standards.
• Capacity to produce and submit detailed design, wiring, and testing documentation, including drawings and certificates.
• Ability to meet project timelines, quality standards, and cost-effectiveness, including compliance with local content requirements and price escalation clauses.
