Objectives

The primary objective of this tender is to appoint one or more service providers (maximum of two per line item) for the supply and delivery of traffic signal equipment to Rustenburg Local Municipality. The contract duration is three years, aiming to ensure the provision of compliant, reliable, and high-quality traffic signal components to support traffic management and safety within the municipality.

Scope

The scope includes:

• Supply and delivery of traffic signal equipment, including LED signal modules, signal heads, controllers, backboards, and associated accessories.
• Provision of complete traffic signal heads suitable for existing infrastructure, with specified mounting and visors.
• Wiring, installation accessories, and replacement backboards for damaged units.
• Testing, inspection, and certification of supplied equipment to ensure compliance with technical standards.
• Provision of manuals, training, and after-sales support for the installed equipment.

Technical Requirements

The technical specifications mandate that all equipment must:

• Conform to South African standards SANS 1459:2004 and SARTSM, including traffic light design and performance criteria.
• Operate under service conditions with maximum temperature of 40°C, minimum of -5°C, and at an altitude of 1200 m.
• Guarantee a five-year warranty, with replacement of LED modules if luminous intensity or chromaticity fails during this period.
• Match existing traffic signal configurations, including red and green arrows, pedestrian signals, and flashing amber.
• Be compatible with existing 200 mm signal heads and fit into current housings without modification.
• Include visors of black polyethylene, made of nylon 66, resistant to outdoor exposure.
• Have proper wiring with color-coded leads, terminal blocks, and flexible tubing for electrical connections.
• Be supplied with detailed technical data, drawings, manuals, and certification (Eskom SANS, BS, IEC).
• Meet specific luminous intensity, chromaticity, and visibility requirements, including resistance to sun-phantom effects and ambient temperature conditions.

Skills Requirements

The successful tenderer must demonstrate:

• Proven experience in supplying traffic signal equipment compliant with South African standards.
• Capability to provide comprehensive technical documentation, manuals, and drawings.
• Ability to deliver training to municipal staff on installation, operation, and maintenance of the equipment.
• Availability of after-sales service, including support and repairs within the warranty period.
• Compliance with quality assurance standards, including certification and inspection procedures.
• Capacity to supply equipment that meets durability, weather resistance, and performance specifications.
