Objectives

The primary objectives of this tender are to appoint a qualified service provider responsible for:

• Servicing, repairing, and installing fire systems at Harry Gwala District Municipality offices and facilities.
• Supplying, installing, servicing, and repairing fire extinguishers across various municipal areas within a 12-month contract period.
• Upgrading fire detection systems, including designing compliant fire alarm systems with integrated emergency voice evacuation.
• Servicing fire hydrants, hoses, and related firefighting equipment.
• Conducting fire drills for municipal staff to ensure preparedness.

Scope

The scope encompasses:

• Servicing existing fire systems at the municipality’s main office in Ixopo and other facilities.
• Designing and installing a modern fire detection and alarm system, supporting interfaces with gas suppression, sprinklers, HVAC, and smoke extraction systems, with a minimum of an L3 system upgrade.
• Repairing and replacing fire control panels, batteries, and associated devices, ensuring system support and fault clearance.
• Servicing fire hydrants, hoses, hose reels, and fire extinguishers, including tagging and record-keeping with barcodes.
• Delivering, installing, and maintaining fire extinguishers at various satellite locations, covering multiple municipal areas.
• Conducting fire drills and training municipal staff on emergency procedures.

Technical Requirements

The technical specifications include:

• Design and upgrade of fire detection systems to at least an L3 standard, with options for L2 or L1 upgrades.
• Installation of integrated emergency voice evacuation systems.
• Repair, replacement, and servicing of fire panels, batteries, and devices per SANS 10139 standards.
• Servicing fire hydrants and hoses, including pressure testing (pressure of 2000 kPa for 3 minutes).
• Labeling and tagging all fire equipment with waterproof labels indicating service history and reconditioning details.
• Provision of new fire extinguishers, cabinets, brackets, and accessories compliant with relevant standards.
• Recharging, refilling, and replacing parts such as nozzles, gauges, valves, and seals.
• Installation of fire extinguishers, cabinets, brackets, and accessories at designated locations.
• Conducting fire drills, including activation of alarms, evacuation, and headcount procedures.

Skills and Experience Requirements

The bidder must demonstrate:

• At least 5 or more years of relevant experience in servicing, repairing, and installing fire systems, supported by appointment letters and reference letters.
• Experience in supplying, installing, servicing, and repairing fire extinguishers, with documented project references.
• Qualified personnel with appropriate certifications, including SAQCC registration for fire equipment technicians.
• Technical expertise in designing and upgrading fire detection systems to at least an L3 standard, with the capability to upgrade to L2 or L1.
• Proven ability to service and maintain fire hydrants, hoses, and related firefighting equipment.
• Capability to conduct fire drills and staff training effectively.
• Financial stability evidenced by a valid bank rating (A-rating preferred).
• Compliance with CIDB grading requirements relevant to the scope of work.
