Terms Of Reference For The Appointment Of A Mechanical Engineering Professional Service Provider (PSP) To Provide Consulting And Advisory Services To The National Department Of Health (NDoH) In The Pressure Swing Adsorption (PSA) Oxygen Plant Project Implemented Through The Independent Development Trust (IDT)

The COVID-19 pandemic created an unprecedented demand for oxygen in healthcare facilities across the country. In addition to the challenges posed by the COVID-19 pandemic, the need for an uninterrupted oxygen supply to ensure efficient interventions for all respiratory conditions was identified. To address this challenge, the National Department of Health (NDoH) is implementing a Pressure Swing Adsorption (PSA) Oxygen project. The project aims to increase the production of medical oxygen in healthcare facilities and reduce the reliance on external service providers. The PSA Oxygen project will involve the installation of PSA oxygen generators in healthcare facilities across the country.

The purpose of this tender bid is to appoint a Mechanical Engineering consultant to provide advisory services to the National Department of Health (NDoH) on the Pressure Swing Adsorption (PSA) Oxygen project. This project aims to increase the supply of medical oxygen to healthcare facilities across the country. This is in response to the increasing demand for oxygen due to the COVID-19 pandemic and to ensure that healthcare facilities are adequately equipped to provide medical oxygen to patients who require it.

The consultant will be required to support the NDoH-Global Fund cluster in the provision of technical oversight and support in the design, installation, commissioning, and maintenance of the PSA Oxygen plant systems. They will also be required to support the implementing agent in the identification and evaluation of potential service providers, contractors, and service providers.

The ultimate goal of this project is to ensure that healthcare facilities have a reliable and sustainable supply of medical oxygen to meet the needs of patients, particularly those who are critically ill or require long-term oxygen therapy. This will help to improve the overall quality of healthcare services in South Africa and ultimately contribute to better health outcomes for patients. The NDoH is, therefore, looking to appoint a mechanical engineering company as a service provider, to second qualified engineers to serve as consultants to the NDoH. These consultants will be working under the supervision of the NDoH Global Fund Cluster with the consulting company assuming liability for their term of service.
