Project Objectives

The primary objective is to deliver fully operational spill basin pump systems at the Alrode and Witbank facilities. The project aims to establish reliable fluid transfer infrastructure, ensure strict compliance with safety and environmental regulations, integrate mechanical, electrical, and control systems seamlessly, and achieve formal handover through comprehensive commissioning and documentation approval.

Scope of Work

The tender encompasses end-to-end execution across two sites, structured into eight core activities:

1. Approval of Safety, Health and Environment (SHE) compliance documentation
2. Civil works installation
3. Pipe support fabrication and piping installation
4. Supply and installation of mechanical equipment, including pump sets and associated connections
5. Electrical works installation
6. Control system installation
7. Full commissioning of the integrated installation
8. Acceptance and handover of operation manuals, data sheets, and certificates of compliance

Technical Requirements

While detailed engineering specifications are contained within the full tender package, the activity schedule implies the following technical expectations:

• HSE Compliance: All pre-construction and ongoing works must satisfy rigorous safety, health, and environmental standards, with formal file approval required before mobilisation.
• Civil & Structural: Foundations and structural supports engineered to withstand dynamic pump loads, piping stresses, and spill basin operational conditions.
• Mechanical & Piping: Industrial-grade pump sets, precision piping, and support systems designed for continuous spill management and fluid handling.
• Electrical & Control: Power distribution networks, motor control centres, and automated monitoring/control systems compatible with existing plant architecture and SCADA/PLC environments.
• Commissioning: Systematic performance testing, alignment verification, leak checks, and operational validation prior to final acceptance.

Bidders must demonstrate capability to deliver certified materials, comply with relevant South African engineering standards, and provide complete as-built documentation.

• Electrical & Instrumentation Experts: Licensed electricians and control engineers for power cabling, panel termination, and automation integration.
• Commissioning Engineers: Personnel skilled in system startup, performance benchmarking, troubleshooting, and documentation handover.

Notable Terms & Conditions

CSDG Goal Contribution: The tender mandates a 0.25% financial add-on applied to the total contract value, as referenced under Clause Z15.7. This denotes a Corporate Social Development and Government (CSDG) contribution requirement, a standard procurement condition in South African public-sector contracts aimed at supporting socio-economic development and transformation initiatives.

VAT Application: A statutory 15% Value Added Tax applies to the base activity schedule value.
