Objectives

The primary objective is the complete supply, installation, testing, and commissioning of spill basin pump systems at two Transnet Pipelines facilities: Alrode and Witbank. The project aims to establish reliable fluid management infrastructure, ensure strict adherence to safety and environmental regulations, and deliver fully operational, documented systems ready for long-term industrial use.

Scope of Work

The tender encompasses integrated construction and installation activities across both locations, structured into eight sequential phases:

• Approval and management of Safety, Health, and Environment (SHE) compliance documentation.
• Execution of civil works, including excavation, foundations, and structural preparation.
• Fabrication, support, and installation of piping networks and associated fittings.
• Supply and installation of mechanical pump sets and related mechanical connections.
• Installation of electrical systems, power distribution, and cabling.
• Integration and installation of automated control and monitoring systems.
• Full commissioning, performance testing, and validation of the entire pump installation.
• Handover and formal acceptance of all operation manuals, technical data sheets, and certificates of compliance.

Technical Requirements

Bidders must demonstrate capability to deliver turnkey pump system installations aligned with industrial pipeline standards. Key technical expectations include:

• Compliance with rigorous SHE management protocols and environmental discharge regulations.
• Proficiency in civil engineering for pump foundations, concrete pads, and structural steel supports.
• Expertise in high-integrity piping systems, including material specification, welding procedures, and pressure testing.
• Experience with industrial-grade pump assemblies, motor alignment, shaft coupling, and mechanical sealing.
• Competence in low- and medium-voltage electrical installations, cable tray routing, and protective device coordination.
• Capability to install and integrate programmable logic controllers (PLCs), instrumentation, and SCADA-compatible interfaces for automated monitoring.
• Ability to execute systematic commissioning sequences, including dry runs, wet tests, load balancing, and performance validation.
• Provision of fully compliant technical documentation, including as-built drawings, maintenance schedules, and manufacturer certifications.

Successful execution requires multidisciplinary expertise and certified personnel across several trades:

• SHE officers and compliance auditors familiar with industrial pipeline operations and environmental management.
• Civil engineers and skilled tradespersons for excavation, concreting, and structural steelwork.
• Certified pipefitters, welders, and riggers for piping support fabrication and installation.
• Mechanical technicians and pump specialists for equipment assembly, alignment, and commissioning.
• Electrical artisans and instrument technicians for power distribution, control wiring, and automation integration.
• Project managers and commissioning engineers capable of coordinating multi-site workflows, risk assessments, and final handover processes.

All personnel must hold valid trade certifications, safety inductions, and site-specific competency records.

Spill Basin Pump System: Industrial containment structures designed to collect and manage accidental liquid releases or runoff. The pump system ensures rapid extraction and controlled transfer of collected fluids to prevent environmental contamination, soil damage, or operational disruption.

CSDG Goal (Clause Z15,7): A contractual requirement mandating a 0.25% value addition aligned with South Africa’s Construction Sector Development Programme (CSDP) goals.
