Objectives

The primary objective of this tender is to secure a service provider for a 6-month contract to deliver plumbing maintenance services for the Department of Justice & Constitutional Development and Harbours – Area 2. The contract aims to ensure effective maintenance, cargo transport, and cargo clearance related to the Marion Island 2026 maintenance voyage, including transportation of cargo, containers, and hazardous materials, with specific focus on cargo handling, clearance, and related logistical support.

Scope

The scope encompasses:

• Provision of plumbing maintenance services for specified departments.
• Transportation and cargo clearance for the Marion Island 2026 voyage, including forwarding and return journeys.
• Handling approximately 80 containers of various sizes and timber crates, with weights not exceeding 1.2 tons each.
• Transport, cargo clearance, offloading, and possible emergency support such as cargo decontamination/disinfection, hazardous material declarations, and cargo loading/unloading at various ports within Cape Town Harbour.
• Compliance with safety, security, and technical requirements, including hazardous material handling and cargo decontamination.

Technical Requirements

The technical requirements include:

• Provision of cargo transport and cargo clearance services for forward and return journeys, primarily at East Pier Shed, V&A Waterfront, and other specified berths.
• Handling of approximately 80 containers and timber crates, with proper cargo clearance within two working days.
• Use of suitably sized trucks and trailers (flatbeds) for loading/off-loading.
• Compliance with safety standards, hazardous material declarations, and decontamination/disinfection procedures.
• Provision of necessary documentation, including packing lists, shipping documents, and clearance certificates.
• Adherence to specified loading dates (July and September 2026) and cargo handling protocols.
