Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply, delivery, and off-loading of 9mm reload and shotgun rubber ammunition on an as-and-when-required basis. The contract aims to ensure a reliable supply of specified ammunition types for the City of Ekurhuleni's Community Safety Department, with a transaction value up to R750,000 VAT inclusive, valid until 30 June 2026.

Scope

The scope encompasses:

• Supply, delivery, and off-loading of 9mm reload ammunition and shotgun rubber ammunition.
• Provision of ammunition in accordance with detailed specifications, including various types such as rubber rounds and reload rounds.
• Delivery to specified locations, notably the EMPD Armoury Section at Bedfordview.
• Adherence to legislative and regulatory standards governing the manufacture, sale, transportation, and storage of ammunition.
• Provision of all necessary permits, licenses, and certifications as required by South African law.

Technical Requirements

The technical specifications include:

• Rubber ammunition: non-lethal, incapacitating projectiles made of rubber or similar materials, with specified shell lengths (69mm, 85mm, 76.2mm), velocity, and projectile design (e.g., double ball).
• 9mm reload rounds: cartridges with specific case dimensions (minimum 19.15mm, maximum 19.30mm), bullet diameter (0.355-0.356 inches), weight (e.g., 115, 124, 147 grains), and powder charge (e.g., 6 grains).
• Compliance with standards such as SABS 1490-1989, SAAMI, ISO 9001, and proofing regulations.
• Proper storage, handling, and transportation in line with Firearms Control Act, Explosives Act, and SAPS regulations, including secure storage facilities and in-transit permits.
• Provision of necessary permits and licenses, including SAPS manufacturer’s license, competency certificates, and in-transit permits.

Skills Requirements

The successful service provider must demonstrate:

• Legitimate manufacturing or trading licenses issued by SAPS for ammunition.
• Qualified personnel with valid firearm and ammunition trading competency certificates.
• Experience in supplying and delivering ammunition, supported by references from previous clients.
• Adequate infrastructure and resources, including owned or leased plant, equipment, and secure transportation vehicles with lockable safes.
• Financial capacity to deliver, evidenced by bank statements and funding confirmation from recognized financial institutions or DFIs.
• Compliance with legislative and regulatory requirements, including tax compliance and registration on the Central Supplier Database (CSD).
• Knowledge of applicable standards, safety, and security protocols for handling and transporting ammunition.
