Objectives

The primary objective of this tender is to appoint a service provider responsible for the supply, delivery, and off-loading of 9mm reload and shotgun rubber ammunition on an as-and-when-required basis. The contract aims to ensure the provision of compliant ammunition for the Community Safety Department of the City of Ekurhuleni, with a transaction value up to R750,000 VAT inclusive, valid until 30 June 2026.

Scope

The scope encompasses:

• Supply, delivery, and off-loading of specified ammunition types, including 9mm reload rounds and shotgun rubber ammunition.
• Provision of ammunition in accordance with detailed specifications and legislative requirements.
• Delivery to designated locations, including the EMPD Armoury at No. 3 Hawley Road, Bedfordview.
• Provision of all related documentation, permits, and compliance certificates necessary for legal and safe trade and transportation of ammunition.
• Potential award to multiple bidders, with the contract valid until 30 June 2026.

Technical Requirements

The technical specifications include:

• Compliance with South African standards such as SABS 1490 – 1989 and SAAMI for ammunition specifications.
• Use of non-lethal, rubber-based projectiles designed for incapacitation without fatal injuries.
• Proper shell length (e.g., 69mm, 85mm, 76.2mm for shotgun shells).
• Adherence to safety, quality, and performance standards, including proofing and marking regulations.
• Legislative compliance with Firearms Control Act, Explosives Act, and related SAPS permits and licenses.
• Transport and storage in secure, SAPS-approved facilities with appropriate permits.

Skills and Documentation Requirements

Bidder must demonstrate:

• Legal possession of SAPS-issued manufacturer’s and dealer’s licenses for ammunition manufacturing and trade.
• Valid competency certificates for individuals trading in ammunition.
• In-transit permits from SAPS for transportation of ammunition.
• Financial capacity to deliver, evidenced by bank statements, credit facility letters, or funding commitments of at least R100,000.
• Relevant previous experience with supply and delivery of ammunition, supported by reference letters.
• Adequate plant and equipment, including owned or leased vehicles with secure safes.
• Compliance with legislative and regulatory standards, including tax compliance and registration on the Central Supplier Database (CSD).
• Completion and signing of all required bid forms, declarations, and schedules, including Schedule of Prices and Preference Points Claim Form.
