Objectives

The primary objective of this tender is to facilitate the subdivision and rezoning of a portion of Erf 87 within Ntabankulu Municipality. The project aims to unlock development potential, support sustainable land use, and promote socio-economic growth by enabling orderly urban expansion, infrastructure planning, and improved service delivery.

Scope

The scope of work includes:

• Survey and alienation of approximately 8 hectares of land for mall development.
• Preparation and submission of rezoning and subdivision applications to the Ntabankulu Local Municipality, in accordance with applicable legislation.
• Securing approval for the rezoning and subdivision applications from the municipality.
• Pegging of erven.
• Submission and approval of the subdivision diagram by the Surveyor General’s office.
• Preparation and submission of the survey diagram and close-out report.

Technical Requirements

The technical requirements include:

• Provision of a comprehensive subdivisional plan aligned with municipal standards and legislation.
• Preparation of draft and final Surveyor General diagrams for approval.
• Site pegging of erven.
• Submission of rezoning and subdivision applications with all necessary documentation.
• Securing approval from the Surveyor General’s office for the subdivision diagram.
• Adherence to the municipality’s development and planning policies, including the Spatial Development Framework (SDF) and Integrated Development Plan (IDP).

Skills Requirements

The project team must possess the following skills and qualifications:

• Professional Town and Regional Planner with a minimum NQF 7 qualification recognized by SACPLAN.
• Professional Land Surveyor registered with SAGC.
• Proven experience in land subdivision and rezoning projects, demonstrated through appointment letters and project references.
• Ability to prepare detailed survey plans, subdivision diagrams, and navigate relevant legislative processes.
• Strong project management skills, including adherence to timelines and quality standards.
