Objectives

The primary objective of this tender is to appoint a professional service provider to coordinate and execute a comprehensive Universal Access Audit across all campuses and off-campus buildings of the University of Johannesburg. The audit aims to assess accessibility features, identify areas for improvement, and ensure compliance with relevant regulations to enhance accessibility for persons with disabilities.

Scope

The scope of work includes:

• Conducting a disability access audit across all four UJ campuses (APK, APB, DFC, SWC) and off-campus buildings (UJ on Empire, UJ on Stanley, JBS Park).
• Providing a detailed audit report highlighting existing accessibility features and areas needing improvement.
• Recommending upgrades and improvements to enhance accessibility, including movement, sensory, and learning disabilities.
• Ensuring all work complies with relevant regulations such as the South African National Building Regulations (SANS 10400, Part S) and the Occupational Health and Safety Act.
• Developing and implementing a project methodology from initiation to close-out, including stakeholder engagement and feedback incorporation.

Technical Requirements

The technical requirements for the project include:

• Provision of relevant experience letters and certificates demonstrating similar projects completed within the last 7 years.
• Submission of a project methodology brief/plan outlining understanding and approach to executing the audit.
• Provision of a qualified project team, including a project leader with experience in disability access audits, registered with relevant professional bodies.
• Development of an organogram indicating key personnel roles and responsibilities.
• Compliance with all applicable regulations, standards, and safety requirements.
• Commencement of work within 7 days of official purchase order and signed agreement.

Skills Requirements

The successful bidder must demonstrate:

• Experience in conducting disability access audits and implementing accessibility solutions, with evidence through relevant project references and certificates.
• Qualified personnel, including a registered project manager with expertise in disability access projects.
• Ability to develop comprehensive audit reports highlighting positive features and areas for improvement.
• Knowledge of South African National Building Regulations (SANS 10400, Part S) and Occupational Health and Safety standards.
• Effective project management skills to ensure timely execution and stakeholder engagement.
