Objectives

The primary objective of this tender is to appoint a service provider to develop a grant-funded business case for a Solar Geyser Programme targeting low-income housing units in the Greater Knysna area. The business case aims to secure grant funding, demonstrate public good justification, and provide a clear, fundable proposal aligned with public-sector grant requirements.

Scope

The scope includes:

• Developing a comprehensive, grant-ready business case for a Solar Water Heater (SWH) Programme for low-income housing units.
• Aligning the business case with Department of Energy / DMRE programmes and public-sector grant appraisal criteria.
• Modeling a 150 solar geyser system, including detailed cost and financial projections.
• Providing a structured grant funding strategy report with application-ready summaries.
• Quantifying local SMME participation and including measurable indicators for donor reporting.
• Preparing and submitting up to three funding applications on behalf of the municipality within a maximum of 12 weeks.

Technical Requirements

The technical requirements specify that the business case must:

• Demonstrate the public good justification for the solar geyser programme, not commercial returns.
• Include detailed unit cost breakdowns and total capital requirements for a modeled 150 geyser system.
• Provide quantified projections and financial analysis structured to support grant justification.
• Identify and mitigate risks related to grant rejection.
• Develop a grant funding strategy report, including executive summaries and application-ready documents.
• Model a 150 solar geyser system with detailed costings and projections.

Skills Requirements

The successful service provider must demonstrate:

• Expertise in finance, engineering, and sustainability related to solar geyser projects.
• Provision of CVs and professional registration certificates for each team member.
• Experience in developing grant business cases, particularly for public-sector funding and climate-related projects.
• Ability to model technical systems (e.g., 150 geyser model) with detailed cost and financial analysis.
• Capacity to prepare and present application documents, including executive summaries, business cases, and funding applications.
• Experience in stakeholder engagement, local SMME participation, and donor reporting.
