Objectives

The primary objective of this tender is to appoint a service provider that will provide access to an online/digital database, including one license for five users, in accordance with the specified requirements. The service aims to facilitate research, data analysis, and decision-making by providing credible, up-to-date datasets and analytical tools.

Scope

The scope of work includes:

• Provision of a perpetual desktop Data Analytics software license for five users.
• Installation of the software on five user devices (laptops/desktops).
• Provision of software maintenance, including updates, patches, and fixes.
• Delivery of first and second-level technical and functional support.
• Basic classroom training for five staff members.
• Maintenance and support services throughout the contract period.

The database must include datasets of regional significance, covering demographics, development indicators, service delivery, economic data, environmental data, and regional comparisons. The platform should support report generation, visualizations, trend analyses, and pattern identification, with regular data updates.

Technical Requirements

• Provision of a digital research database with credible data sources such as Stats SA, CSIR, and National Treasury.
• Complete list of datasets and analytical modules available through the platform.
• Clear indication of data sources and update frequency (daily, weekly, monthly).
• Demonstration of analytical capabilities including forecasting, trend analysis, visualizations, and pattern recognition.
• Submission of sample system-generated reports demonstrating forecasting, visualizations, and trend analyses.
• Experience in supply, installation, configuration, and maintenance of research databases, supported by reference letters.
• Ownership or leasing of plant and equipment suitable for the contract.
• Compliance with legislative requirements, including registration on the Central Supplier Database (CSD) and tax compliance.
• Adherence to bid submission rules, including signed declarations and comprehensive documentation.

Skills Requirements

• Proven experience in supplying, installing, configuring, and supporting research database access and analytics software.
• Capability to handle structured and unstructured data, producing visual reports, trend analyses, and heat maps.
• Demonstrated ability to provide technical and functional support, including training.
• Experience working with datasets from reputable sources such as Stats SA, CSIR, and National Treasury.
• Qualified personnel with relevant expertise in data analytics, GIS, and software support.
• Capacity to deliver ongoing maintenance, updates, and support services for the software platform.
