Objectives

The primary objective of this tender is to appoint a service provider capable of providing access to an online/digital database with a single license accommodating five users, in accordance with specified technical and functional requirements. The service aims to facilitate research, data analysis, and decision-making processes within the City of Ekurhuleni by ensuring reliable access to relevant datasets and analytical tools.

Scope

The scope of the tender includes:

• Provision of a perpetual desktop Data Analytics software license for five users.
• Installation of the software on five user devices (laptops/desktops).
• Provision of software maintenance, including updates, patches, and fixes.
• Delivery of first and second-level technical and functional support.
• Basic classroom training for five staff members.
• Maintenance and support services for the duration of the contract, including data updates.
• Supply of datasets sourced from reputable providers such as Stats SA, CSIR, and National Treasury, covering regional demographics, development indicators, service delivery, economic data, environmental data, and comparative regional data.

Technical Requirements

The technical specifications for the database and software include:

• Access to an online/digital database with datasets of regional significance, including population trends, demographic details, poverty indicators, urbanization, and regional socioeconomic data.
• Ability to generate insight reports in various formats such as charts, GIS data, downloadable datasets, and visualizations.
• Basic analytics capabilities, including trend analysis, forecasting, and pattern recognition.
• Regular updates of data with new releases to ensure currency and relevance.
• Demonstration of analytical capabilities through sample reports showing forecasting, visualizations, and trend analyses.
• Provision of a complete list of datasets and analytical modules available through the platform.
• Support for multiple users simultaneously accessing the platform.

Skills Requirements

The bidder must demonstrate:

• Experience in supplying, installing, configuring, and customizing research databases and analytical software, with at least one (1) relevant recent project in the past two (2) years.
• Capability to support structured and unstructured data analysis, producing visual outputs such as charts, heat maps, and trend diagrams.
• Provision of technical and functional support, including training for end-users.
• Availability of qualified personnel with relevant expertise in data analytics, software installation, and support services.
• Ability to source and manage datasets from reputable sources, ensuring data accuracy and timely updates.
