Objectives

The primary objective of this tender is to appoint a qualified and experienced Professional Resource Team (PRT) to undertake comprehensive technical studies in the Letlhabile area, specifically on a portion of Portion 1066 of the Farm Hartebeespoort C419 JQ, measuring 19.8 hectares. The goal is to ensure all environmental and technical assessments are met and adhered to before submitting a township establishment application for an integrated and sustainable human settlement development. This includes facilitating the development of approximately 640 sites, supporting land assembly, environmental authorization, and planning approvals to establish a liveable community.

Scope

The scope of work encompasses:

• Land Survey and Conveyancing: Conduct aerial surveys, cadastral boundary verification, land ownership confirmation, servitude surveys, and prepare necessary certificates and land assembly documentation.
• Environmental Impact Assessment (EIA): Investigate potential environmental impacts, recommend mitigation measures, and facilitate stakeholder engagement and community support for all phases of the project.
• Geo-Technical Studies: Perform soil testing, site geology, stratigraphy, geotechnical assessments, and provide foundation and earthworks recommendations.
• Engineering Services Assessment: Review existing bulk infrastructure capacities (water, sewer, electricity, stormwater) and propose alternative infrastructure solutions with cost estimates.
• Traffic Impact Study: Analyze current and future traffic demands, assess road access, and recommend improvements or mitigation measures.
• Additional Studies: Include heritage, biodiversity, soil fertility, palaeontology, agricultural potential, flora and fauna assessments, as required.
• Public Participation: Facilitate community engagement and stakeholder consultation throughout the project.

Technical Requirements

The technical requirements include:

• Preparation of detailed reports for each study (land survey, environmental, geo-technical, engineering, traffic).
• Compliance with relevant legislation, standards, and municipal requirements.
• Consultation with municipal, provincial, and national authorities, including DEDECT and other stakeholders.
• Provision of accurate geospatial data, lab test results, and supporting documentation.
• Development of practical, implementable recommendations for township proclamation, infrastructure, and environmental management.
• Adherence to project timelines and deliverables as specified in the scope.

Skills Requirements

The successful bidder must demonstrate:

• Experience in land development and township establishment projects, with a proven track record of similar technical studies.
• Qualified professionals in:
