Scope

The scope encompasses the supply and direct delivery of two categories of polyethylene bags to the designated hospital stores:

• Yellow Garbage Bags: 15,875 units. Required specifications: 90-litre capacity, 40-micron thickness, dimensions 910mm × 760mm.
• Clear Packaging Bags: 11,300 units. Required specifications: 30-litre capacity, 30-micron thickness, dimensions 560mm × 610mm.

All deliveries must be made to the hospital's stores at the supplier's expense. The contract operates as a single-delivery event with a mandatory quotation validity period of 90 days.

Technical Requirements

• Products must conform to SABS and SANS approved quality standards and be verified as new, unused, and non-expired (minimum six months remaining shelf life).
• Bidders must submit fully completed official quotation forms, including SBD 4 (Bidder Disclosure), SBD 6.1 (Preference Points Claim), Central Supplier Database (CSD) registration confirmation, and valid tax clearance documentation.
• A B-BBEE status certificate or sworn affidavit is mandatory for administrative compliance but does not contribute to scoring.
• Pricing must be firm, inclusive of VAT (where applicable), and cover all transportation, handling, and delivery costs to the prescribed destination.
• Physical samples may be requested from the highest-scoring bidders for independent laboratory or visual verification against specifications.

80/20 Preferential Scoring System: Evaluations allocate 80 points based on competitive pricing and 20 points for specific socio-economic goals. Full points are awarded exclusively to enterprises that are at least 51% owned by Black persons with disabilities. This requires verifiable proof of ownership and disability certification.

Dedicated Sample Verification Stage: Unlike standard tenders, this process includes a formal objective criteria phase where the top three scoring bidders must physically submit product samples for testing. Failure to provide compliant samples may result in disqualification or a complete restart of the evaluation process.

Cover-Quoting Prohibition: Submitting multiple quotations through affiliated, controlled, or interlinked entities constitutes procurement fraud. The department reserves the right to immediately disqualify all associated bids and restrict future participation in public sector contracts.
