Objectives and Scope

The primary objective of this tender is to procure and deliver 30,000 resealable packaging bags for tablets and capsules to support patient care operations at the Phoenix Community Health Centre. The scope covers the supply of two distinct product variants:

• 15,000 units of 104 mm × 120 mm bags
• 15,000 units of 104 mm × 160 mm bags

The successful supplier will be responsible for delivering all goods to the designated health centre within the stipulated timeframe. All delivery, handling, and logistical costs must be factored into the quoted price. The contract operates under a standard government quotation framework with a 90-day price validity period.

Technical Requirements

Bidders must supply new, unused, and good-quality bags that strictly conform to the following specifications:

• Dimensions & Construction: 104 mm × 120 mm (Lip: 10 mm) and 104 mm × 160 mm (Lip: 10 mm). Both sizes must have a material thickness of 60 microns.
• Colour & Branding: White base colour with explicit printing of the Phoenix Community Health Centre designation.
• Printing Requirements: Both the front and back of each packet must be overprinted with additional information, including relevant medical/patient care pictograms.
• Quality & Compliance: Products must meet applicable South African National Standards (SANS/SABS). Expired, second-hand, or substandard items are strictly prohibited. All supplied goods must retain a minimum shelf life of six months from the date of delivery.
• Inspection & Testing: The purchaser reserves the right to inspect goods at the supplier's premises. Non-compliant items will be rejected, and replacement costs will be borne by the supplier.

Skills Requirements

No specialized professional, engineering, or clinical skills are required for this procurement. The tender is strictly for the supply of standardized packaging materials. Bidders must demonstrate standard commercial and logistical capabilities, including reliable manufacturing or sourcing channels, inventory management, and adherence to public sector delivery schedules. Basic supply chain management competence is sufficient to fulfill the contractual obligations.

• 80/20 Preference Point System: A statutory procurement evaluation model where up to 80 points are awarded based on competitive pricing, and 20 points are reserved for designated socio-economic goals. For this tender, full points are allocated to enterprises at least 51% owned by Black people.
• SBD 4 & SBD 6.1: Mandatory Standard Bidding Documents. SBD 4 requires bidders to disclose any personal, familial, or business relationships with public officials to prevent conflicts of interest. SBD 6.1 is the formal claim form used to request preference points for specific transformation goals.
• GCC & SCC: The General Conditions of Contract outline standard legal, administrative, and risk-management terms for public sector procurement. The Special Conditions of Contract provide tender-specific rules, including strict delivery windows, warranty periods (12 months post-delivery), and termination rights for default, fraud, or restrictive practices.
• Prime Interest Rate Penalty Clause: A financial deterrent for late delivery. If goods are delivered past the agreed schedule, the purchaser may deduct a daily penalty calculated using the current prime interest rate until actual delivery occurs.
• CSD Registration: Suppliers must be actively registered on the Central Suppliers Database with verified tax compliance status. Offers from unregistered or non-compliant suppliers are automatically disqualified.
