Objectives

The primary objective of this tender is to procure a reliable supplier for the one-off provision and delivery of essential building materials required for minor structural repairs, including doors, windows, and general maintenance, at the Othobothini Community Health Centre.

Scope

The scope covers the supply and delivery of thirty-four distinct building material items to the designated health centre. The contract is a single delivery event with no recurring service period. Required items include construction fasteners, paints, sealants, roofing and wall components, door and window hardware, measuring tools, and finishing materials. All goods must be delivered to the specified site, with delivery costs fully incorporated into the quoted price. Products must be brand new, unused, and possess a minimum shelf life of six months from the date of delivery.

Technical Requirements

• All supplied materials must be durable, long-lasting, and compliant with relevant South African National Standards (SANS/SABS).
• Bidders must explicitly confirm compliance with each specification requirement using a formal Yes/No declaration.
• Suppliers must be registered on the Central Suppliers Database (CSD) with a verified tax clearance status.
• Quotations must remain valid for ninety days and reflect firm pricing.
• Standard Government General Conditions of Contract (GCC) and Special Conditions of Contract (SCC) apply, covering delivery timelines, warranty periods (twelve months post-delivery or eighteen months post-shipment), inspection rights, and penalty clauses for late performance.
• Administrative compliance requires submission of completed Standard Bid Document (SBD) forms, including conflict-of-interest declarations and preference point claim forms.

Skills Requirements

No specialized professional qualifications or technical certifications are mandated. Bidders must demonstrate standard commercial capability, including proven capacity to source, store, and deliver construction-grade materials within agreed timeframes. Financial stability, logistical coordination for bulk deliveries, and adherence to public sector procurement regulations are expected. Suppliers must also possess the administrative competence to complete mandatory government bidding documentation accurately and submit valid tax invoices upon delivery.

Key Procurement Terms & Clarifications

• 80/20 Preference Point System: Evaluation awards eighty points for competitive pricing and twenty points for socio-economic goals. Full points are allocated to enterprises that are at least fifty-one percent owned by Black persons with disabilities.
• Anti-Cover Quoting Rule: Submitting multiple quotations under different company names for the same opportunity is strictly prohibited and classified as fraudulent practice, resulting in immediate disqualification.
• Late Delivery Penalties: Failure to meet delivery schedules incurs daily financial deductions calculated using the prevailing prime interest rate until actual delivery is completed.
