Objectives

The primary objective of this tender is to appoint a suitable service provider for the supply and delivery of packaged hygiene/dignity packs aimed at supporting outreach programs, specifically targeting displaced persons and homeless individuals. The initiative seeks to improve personal hygiene, address stigma, and enhance opportunities for registration in skills development and employability for homeless persons. The procurement is a one-time activity with a focus on providing essential hygiene items to vulnerable populations.

Scope

The scope encompasses the supply, packaging, delivery, and offloading of dignity/hygiene packs to designated sites, notably the 3 Kotze Street Shelter. The packs include items such as facecloths, toothbrushes, shampoo, toothpaste, sanitary pads, roll-on deodorant, Vaseline, bath soap, razors, hair clippers, nail cutters, and other hygiene essentials. The procurement is strictly a one-off exercise, with specified quantities for each item, and delivery must be completed at the specified shelter location.

Technical Requirements

• Provision of packaged dignity/hygiene packs containing specified items as per the detailed list.
• Delivery and offloading of the hygiene packs at the 3 Kotze Street Shelter.
• Suppliers must supply items in accordance with the specified quantities and packaging standards.
• All items must meet health and safety standards, with catering suppliers submitting health certificates, and other suppliers providing relevant accreditation or registration documents (e.g., SETA accreditation, CIDB registration).
• Items must be delivered in a manner that ensures hygiene and safety, with packaging that preserves item integrity.
• All deliveries must adhere to the specified delivery schedule and conditions outlined in the tender documentation.

Skills Requirements

• Proven experience in supplying hygiene and personal care products, especially for outreach or social programs.
• Ability to package and deliver hygiene packs in compliance with health and safety standards.
• Capacity to coordinate logistics for timely delivery to designated shelters.
• Knowledge of procurement procedures and compliance with municipal and legislative requirements.
• Understanding of social outreach programs and the needs of displaced or homeless populations.
• Ability to provide relevant certifications such as health certificates, SETA accreditation, CIDB registration, and B-BBEE certificates as required.
