Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to conduct a comprehensive Ethics Risk Assessment across SANSA. The assessment aims to identify, evaluate, and prioritize ethics-related risks within the organization, and to provide actionable recommendations to strengthen ethical culture, reduce misconduct, and ensure compliance with relevant legislation, governance frameworks, and organizational values.

Scope

The scope of work includes delivering an organization-wide Ethics Risk Assessment that encompasses:

• Identification of internal and external ethical risks across all departments (finance, operations, etc.).
• Assessment of the adequacy, relevance, and alignment of policies such as Irregular Expenditure Policy, Protected Disclosure Policy, and related procedures with legislation and governance standards.
• Evaluation of existing risk management frameworks and policies.
• Provision of a comprehensive report including findings, recommendations, and a remediation plan.
• Presentation of findings to executive management and board committees.
• Capacity building and stakeholder training sessions based on the assessment outcomes.

Technical Requirements

The service provider must:

• Outline a clear, credible methodology, preferably based on internationally recognized frameworks.
• Deliver a detailed Ethics Risk Assessment report covering:
• Framework for the assessment
• Findings and risk prioritization
• Recommendations and remediation plan
• Presentation to senior management and stakeholders
• Support capacity building and training sessions for relevant staff and stakeholders.
• Demonstrate support or accreditation from reputable bodies such as Ethics Institute of South Africa (EthicsSA), Institute of Internal Auditors (IIA), Compliance Institute SA, or Institute of Risk Management South Africa.

Skills and Qualification Requirements

The bidder must demonstrate:

• Support or accreditation with recognized professional bodies related to ethics, internal audit, compliance, or risk management.
• At least five (5) years of experience in conducting comprehensive Ethics Risk Assessments or similar projects.
• Provision of at least five (5) valid reference letters, with a minimum of three from Schedule 3A public entities, confirming relevant experience.
• A project team comprising a minimum of two members, including a project lead who must be a certified ethics officer supported by a valid subscription with EthicsSA.
• Relevant expertise, skills, and experience of the project team, with CVs and proof of certification attached.
