Objectives

The primary objective of this tender is to engage a qualified HVAC Consultant to conduct a comprehensive condition assessment of the current HVAC systems across all campuses of Nelson Mandela University in Port Elizabeth. The consultant will provide a detailed report with recommendations for remedial actions, including potential new installations, and oversee the procurement, installation, and commissioning of HVAC systems based on these recommendations.

Scope

The scope of work is divided into two main phases:

• Phase 1: Conduct a professional engineering inspection of existing HVAC systems, evaluate current equipment, analyze institutional needs, explore replacement options, prepare cost estimates, and develop recommendations along with an implementation plan.
• Phase 2: Act as an agent for NMU to oversee procurement, installation, and commissioning of new or repaired HVAC systems, based on the assessment report. This phase may extend over several years, subject to funding and approval.

Technical Requirements

The technical requirements include:

• Assessment of current HVAC equipment and systems.
• Evaluation of institutional needs analysis.
• Development of replacement options and procurement strategies.
• Preparation of detailed cost estimates.
• Formulation of recommendations with an actionable implementation plan.
• Provision of a methodology that demonstrates understanding of scope, approach, and project-specific details.
• Oversight of procurement, installation, and commissioning activities aligned with the assessment findings.
• Compliance with health & safety regulations, including the submission and approval of a Health & Safety Plan prior to work commencement.

Skills Requirements

The successful bidder must demonstrate:

• Understanding of HVAC condition assessment and remedial work processes.
• Experience in HVAC project management, including inspection, reporting, procurement oversight, and installation supervision.
• Proximity of the key Mechanical Engineer to Port Elizabeth (Gqeberha) with proof of locality (lease, title deed, or municipal bill).
• Minimum of 5 years’ experience in HVAC projects, with 10 or more years preferred, supported by CVs and contactable references.
• Capability to develop detailed project methodology and work plan tailored to the scope.
• Knowledge of relevant health and safety standards and ability to prepare and implement a Health & Safety Plan.
• Proven experience in overseeing procurement, installation, and commissioning of HVAC systems.
• Valid B-BBEE certification or sworn affidavit to ensure fair evaluation scoring.
