Objectives

The primary objective is to restore and upgrade the water storage, distribution, and electrical infrastructure at Rosary Clinic. The project aims to eliminate pipeline failures, ensure a reliable dual-source water supply (municipal and borehole), modernise pump controls, and guarantee full regulatory and safety compliance for clinical operations.

Scope of Work

• Plumbing & Water Infrastructure: Excavate, expose, and reroute water lines by removing deteriorated galvanized piping and installing 40 metres of 32mm high-quality HDPE pipe with complete fittings, including a stainless steel ball valve. Position a 5000-litre Jojo tank beneath the existing elevated tank's concrete slab and fit a float valve. Connect municipal supply to the new tank inlet, route the tank outlet to a new booster pump feeding the existing elevated tank, and connect the elevated tank outlet via a non-return valve to the clinic. Install a ¾-inch PVC garden tap with steel support. Verify that both municipal and borehole feeds converge at the elevated tank inlet.
• Electrical & Control Systems: Excavate, replace, and backfill a damaged 30-metre, 10mm 3-core power cable between Park Home and the purification plant, reinstating paving bricks post-installation. Supply and terminate a new cable of identical specs, alongside a compact PVC distribution box, double-pole isolator, 10A circuit breaker, 230V booster pump pressure switch, electronic float switch, and 230V contactor. Replace the existing 230V, 1.1kW borehole pump and install a new AC220V–240V single-phase digital control box (0.37–2.2kW) equipped with overload, stall, dry-run, and voltage protection. Issue a valid Electrical Certificate of Compliance upon completion.
• Safety & Project Administration: Develop and enforce a site-specific safety plan and appoint a safety officer for the contract duration. Conduct pre-fabrication site measurements. Hand over all decommissioned motors, pumps, and control boxes to the Operational Manager.

Technical Requirements

• All supplied materials must be new, unused, and certified to SABS/SANS standards, with a minimum shelf-life validity of six months.
• Strict compliance with specified dimensions, electrical ratings, and hydraulic configurations.
• Mandatory submission of official, unretyped quotation forms alongside statutory compliance documents: updated CIPC registration, B-BBEE verification certificate or sworn affidavit, Central Suppliers Database (CSD) number, and CIDB contractor grading (SO/ME).
• Prices must be firm for 90 days and inclusive of all labour, materials, transport, testing, and certification costs.
• Evaluation follows a four-stage gatekeeping process: administrative compliance, delivery capacity, specification adherence, and price/preference scoring.

Skills and Experience Requirements

• This is a multi-disciplinary contract split across plumbing and electrical trades. Bidders must only quote within their registered area of expertise.
• Documented proof of ownership or verified access to all necessary excavation, installation, and testing equipment.
• Adequate pool of qualified artisans and labourers capable of delivering professional workmanship under health facility conditions.
• Verifiable references from previous clients demonstrating successful execution of comparable water and electrical infrastructure projects.
• Acceptance that the procuring authority may restrict awarded scopes based on assessed experience, skill gaps, or equipment limitations.

• Jojo Tank: A standard South African brand of food-grade, UV-stabilised polyethylene water storage tanks commonly used in municipal and rural installations.
• SABS/SANS: South African Bureau of Standards and South African National Standards, which mandate material quality, safety tolerances, and testing protocols for public procurement.
• CSD Registration: The Central Suppliers Database, a mandatory national registry where all entities must register to qualify for government contracts.
• B-BBEE: Broad-Based Black Economic Empowerment, a legislative framework that influences procurement scoring to promote historically disadvantaged ownership.
