Objectives

The primary objective is to secure short-term accommodation services for three (3) personnel at a competitive rate while ensuring full compliance with municipal supply chain management regulations and preferential procurement policies.

Scope

The scope encompasses the provision of a three-star guesthouse accommodation in Cofimvaba, Eastern Cape, inclusive of breakfast. The required stay period runs from Friday, 18 September 2026, to Sunday, 20 September 2026. Participation is strictly limited to suppliers previously appointed to the Johannesburg City Parks and Zoo Travel Management Services Panel (Reference: JCPZ/BS03/2023).

Technical Requirements

• Documentation: Submission of fully completed and signed MBD 1, 3.1, 4, 6.1, 8, and 9 forms, alongside the official quotation form.
• Regulatory & Financial Compliance: Valid Tax Clearance Status (TCS) PIN or Central Supplier Database (CSD) registration, current BBBEE status certificate, valid COIDA Letter of Good Standing, and a municipal rates statement not older than three months (with no arrears exceeding ninety days).
• Pricing & Validity: Firm pricing quoted in South African Rand, inclusive of all applicable taxes and incidental costs. Quotations must remain binding for thirty (30) days from the closing time.
• Submission Protocol: Responses must be submitted electronically prior to the stipulated deadline. Late, unsigned, or incomplete submissions will be automatically disqualified.

Skills Requirements

This tender does not require specialized technical or professional certifications. Suppliers must demonstrate operational competence in delivering standard hospitality and accommodation services, maintain financial solvency, and possess the administrative capacity to accurately complete mandatory municipal procurement documentation and adhere to supply chain governance standards.

• 80/20 Preference Point System: An evaluation methodology where eighty points are allocated for price competitiveness and twenty points for specific socio-economic goals. In this tender, ten points are awarded for enterprises with fifty-one percent or more women ownership, and ten points for suppliers physically operating within the City of Johannesburg jurisdiction.
• Mandatory Panel Restriction: Open bidding is suspended; only pre-qualified vendors on a designated travel management panel may submit quotations, significantly limiting market participation.
• Locality Requirement (Within COJ): Despite the service being delivered in the Eastern Cape, preference points are exclusively granted to suppliers registered and operating within the City of Johannesburg municipal boundaries.
• Blocking Database & Fronting Provisions: The procuring entity maintains a blacklist of non-performing, underperforming, or legally prohibited suppliers. Contracts involving "fronting" (where one entity improperly leverages another’s credentials or status to gain an unfair procurement advantage) will be immediately cancelled, and involved parties will be blacklisted and reported to relevant authorities.
