Objectives

The primary objective of this tender is to procure travel management services for the Eastern Cape Mthata region on behalf of Johannesburg City Parks and Zoo (JCPZ). The aim is to obtain competitive quotations for travel arrangements including flights, accommodation, and car rentals, ensuring efficient and cost-effective travel solutions that meet the specified requirements.

Scope

The scope of the tender encompasses the provision of travel services for specified travel dates, including:

• Booking of flights (e.g., Lanseria Airport to Eastern Cape Province - Mthata, economy class)
• Accommodation at a 3-star hotel in Mthata (preferably Holiday Inn Umtata) including breakfast
• Car rental services (Group B, 200 km per day, including super cover and driver)

The services are to be delivered in accordance with the specifications outlined in the RFQ, with the response required before the specified closing date and time.

Technical Requirements

The technical requirements include:

• Completion of the Bill of Quantities (BOQ) / Specification
• Provision of valid compliance documents such as municipal statements, COIDA certificates, JV agreements (if applicable), and regulatory requirements
• Adherence to evaluation criteria based on the Preferential Procurement Regulations 2022, including price and BBBEE status
• Registration on the Central Supplier Database (CSD) if not already registered
• Submission of all required forms (e.g., MBD 1, MBD 3.1, MBD 4, MBD 6.1, MBD 8, MBD 9) along with the quotation
• Compliance with procurement policies, including anti-collusion and conflict of interest declarations

Skills Requirements

The skills and competencies required from bidders include:

• Experience in travel management and booking services
• Knowledge of the procurement process and compliance with legal and regulatory frameworks
• Ability to provide accurate and timely quotations with detailed cost breakdowns
• Capability to meet administrative and documentation requirements, including submission of compliance certificates and registration details
• Understanding of preferential procurement policies and ability to claim points for BBBEE and other specific goals
• Capacity to deliver services within specified timelines and quality standards
