Objectives

The primary objective of this tender is to procure services for the repair and installation of a solar-powered guardhouse at Alexandra Depot, ensuring compliance with safety, quality, and environmental standards. The project aims to enhance security infrastructure through the construction of a guardhouse equipped with solar energy systems, supporting sustainable and efficient operations.

Scope

The scope of work includes:

• Demolition of existing damaged structures
• Construction of a 5x5m² steel structure with roof sheeting for solar panels
• Supply and installation of a fully functioning solar panel system, including electrical fixings, inverter, batteries, and backup power provision
• Construction of a PVC guardhouse with ventilation and windows
• Floor tiling and installation of a steel lockable cage for batteries
• Electrical and civil works, plumbing, glazing, carpentry, fire systems, and civil works as required
• Site clearance, environmental management, and safety compliance

The anticipated contract period is one month, with detailed planning required by the contractor to meet this timeline.

Technical Requirements

The technical requirements encompass:

• Compliance with Occupational Health & Safety Act, Environmental Management System, and relevant SANS/Trade specifications
• Construction of steel structures with roof sheeting suitable for solar panel installation
• Installation of a solar power system with SABS-approved inverter and batteries
• Provision for electrical backup power not exceeding 20 meters
• Construction of a concrete base with reinforcement and proper finishing
• Supply and erection of PVC guardhouse with ventilation and window burglar bars
• Installation of floor tiles and a lockable battery cage
• Provision of Certificates of Compliance (COC) for electrical, plumbing, roofing, and other relevant works

Skills and Qualifications Requirements

Eligible bidders must meet the following criteria:

• Appointed for construction, repairs, and maintenance works at JCPZ facilities with CIDB grading of 1GB/1EB only
• Completion of the Bill of Quantities (BOQ) and specifications
• Attendance of a compulsory site briefing session
• Appointment to the panel of service providers
• Provision of proof of residence (latest municipal statement or valid lease agreement)
• Valid COIDA Certificate from the Department of Labour
• Submission of a signed Joint Venture agreement if applicable, detailing contributions, participation percentages, management structure, and dispute resolution measures
• Compliance with all regulatory and safety standards, including environmental management and occupational health and safety requirements
• Experience in civil, electrical, plumbing, glazing, carpentry, fire systems, and civil works relevant to the scope
• Ability to complete the project within the specified timeframe and adhere to quality standards

Additional skills include effective site management, environmental awareness, safety compliance, and the ability to provide all necessary certificates of compliance upon project completion.
