Objectives

The primary objective of this tender is to procure services for repairing and servicing three air conditioning units at the Umzinto Magistrate Court, ensuring the HVAC systems are operational, compliant with safety standards, and maintained to prevent failures. The overarching goal is to support the Department of Public Works & Infrastructure in maintaining safe, efficient, and compliant facilities that serve government departments and the public.

Scope

The scope includes:

• Inspection, repair, servicing, and reconditioning of 3 air conditioning units within the Magistrate Court premises.
• Decommissioning and safe recovery of refrigerants.
• Replacement or repair of major components such as coils, piping, PCB/boxes, compressors, and condenser casings.
• Chemical cleaning of evaporator coils and blower fans.
• Pressure testing, evacuation, and recharging of refrigerant systems.
• Integration with Building Management System (BMS) and certification of gas conformity.
• Provision of safety documentation, certificates, and compliance reports.
• Adherence to occupational health and safety standards, environmental regulations, and statutory requirements.

Technical Requirements

The technical scope encompasses:

• Safe recovery and disposal of refrigerants in accordance with SANS 10147 and environmental laws.
• Mechanical repairs including coil sealing, piping leak repairs, compressor replacement, and condenser casing repairs.
• Chemical cleaning and servicing of indoor air handling units.
• Pressure testing with nitrogen, evacuation to 500 microns, and recharging with virgin refrigerant.
• System testing, commissioning, and BMS communication.
• Certification of gas safety and compliance, including submission of relevant certificates.
• Provision of a detailed safety and health plan, including risk assessments and method statements.
• Compliance with all relevant standards such as SANS, ASHRAE, NEMA, and local municipal by-laws.

Skills Requirements

The tender mandates that bidders must demonstrate:

• Qualified HVAC technicians with valid SAQCC gas certificates for refrigerant handling.
• Experience in servicing and repairing commercial HVAC systems, including high-profile buildings with BMS integration.
• Registration with relevant industry bodies such as SARACCA.
• Proven competence in handling pressurized gases, refrigerants, and environmental safety standards.
• Capability to prepare and implement comprehensive health & safety plans, including risk assessments and method statements.
• Availability of qualified personnel with appropriate trade qualifications and experience in HVAC maintenance.
• Ability to provide valid certificates of compliance for equipment and safety standards.
• Capacity to undertake urgent repairs with minimal disruption, adhering to project timelines.
