Objectives

The primary objective of this tender is to appoint a qualified contractor to design, supply, install, test, and commission a complete lighting system comprising galvanized masts and LED floodlights for the open bulk cargo stacking area at Kendal Inland Terminal. The project aims to deliver a safe, durable, compliant, maintainable, and efficient outdoor industrial lighting solution suitable for heavy-duty, dusty, and outdoor conditions, supporting night-time loading and unloading activities.

Scope

The scope includes:

• Full electrical, civil, structural, and lighting design for the entire lighting installation.
• Supply of galvanized lighting masts, LED floodlights, electrical components, and accessories.
• Installation of masts, luminaires, electrical wiring, trenching, foundation work, and protective measures.
• Testing, commissioning, night-time lux verification, and statutory certification.
• Preparation of engineering studies, photometric simulations, drawings, calculations, and design approvals.
• Provision of all necessary materials, tools, equipment, supervision, and documentation.
• Ensuring the installation is weatherproof, corrosion-resistant, and capable of withstanding environmental loads for at least 20 years.
• Final handover with comprehensive documentation, certificates, and warranties.

Technical Requirements

The technical specifications mandate:

• Galvanized steel lighting masts, 12 m minimum height, heavy-duty outdoor rated.
• Six industrial LED floodlights per mast, each 300 W, with a total minimum luminous output of 252,000 lumens per mast.
• Lighting designed to achieve at least 50 lux average in the stacking area, with uniformity and security visibility considerations.
• Electrical distribution via weatherproof enclosures, with appropriate cable sizing, protection, surge mitigation, and earthing.
• Use of high-quality, certified luminaires and electrical components compliant with SANS standards.
• Design verification through photometric simulation, load calculations, and structural analysis, approved by a registered Professional Engineer (Pr. Eng).
• Installation in accordance with approved drawings, safety standards, and statutory regulations.
• Testing, inspection, and certification before handover, including lux verification and functional testing of all control systems.

Skills Requirements

The contractor must demonstrate:

• Proven experience in designing and installing outdoor industrial lighting systems, especially high mast lighting for bulk cargo areas.
• Qualified personnel, including registered Professional Engineers (ECSA), electricians with relevant trade qualifications, and experienced civil/structural engineers.
• Capability to perform photometric studies, structural and electrical design, trenching, foundation work, and electrical installation according to standards.
• Ability to produce detailed engineering drawings, simulation reports, and certification documentation.
• Competence in project management, safety management, and environmental compliance.
• Provision of warranties and guarantees for all supplied equipment and installed systems, with a minimum of 5 years for luminaires and structural components.
