Objectives

The primary objective of the tender is to appoint a service provider to undertake the refurbishment and renovation works at Kopano and Habitat Residences for the 2025 Phase 1 project. The aim is to improve the quality, safety, and functionality of the residences, ensuring they are fit for purpose and meet the required standards.

Scope

The scope of work includes, but is not limited to:

• External works such as landscaping, paving, and external structures.
• Refurbishment of internal spaces including alterations, waterproofing, tiling, plastering, and painting.
• Construction and refurbishment of carports, guardhouses, and external storerooms.
• Upgrades to ablutions, kitchens, and other communal facilities.
• Provision of provisional sums for specific items like gates, floodlights, AV installations, and seating.
• Support and maintenance services, including support for supplied goods and equipment.
• Compliance with technical, safety, health, and environmental standards throughout the project.

Technical Requirements

The technical requirements encompass:

• Adherence to the JBCC Series 2000 Minor Works Agreement and ASAQS Preliminaries.
• Compliance with relevant standards such as SANS, ISO, and Best Industry Practices.
• Implementation of quality assurance, testing, and acceptance procedures.
• Provision of detailed programmes, methodologies, and documentation for all works.
• Proper management of risks, safety, health, and environmental impacts.
• Use of approved materials, workmanship, and installation practices.
• Provision of warranties, support, and defect rectification during the defect liability period.

Skills and Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in similar refurbishment and construction projects, with appointment letters and reference letters as evidence.
• Qualified and experienced project management team, including a Contracts Manager, Site Agent, and General Foreman, with relevant professional registration (e.g., SACPCMP) and qualifications.
• Capability to develop and implement construction methodologies, schedules, and quality control procedures.
• Technical expertise in building works, waterproofing, tiling, plumbing, electrical, and finishing trades.
• Ability to manage subcontractors, suppliers, and third-party vendors effectively.
• Knowledge of health, safety, and environmental legislation and the ability to implement compliant practices.
• Capacity to provide ongoing support, maintenance, and warranty services post-completion.
• Strong communication, coordination, and reporting skills to ensure project delivery within scope, time, and budget.
