Objectives

The primary objectives of this tender are to ensure the continued operational efficiency and reliability of the chillers and related HVAC infrastructure at NHLS Sandringham. Specifically, the project aims to:

• Provide maintenance, servicing, and repair services for HVAC systems.
• Support critical functions of the NICD and NHLS facilities.
• Maintain HVAC electrical and control systems to support facility operations.

Scope

The scope encompasses maintenance, servicing, and repairs of various HVAC equipment including chillers, extractors, AHUs, humidifiers, cooling towers, and associated control systems. The work includes:

• Preventative and corrective maintenance activities.
• Inspection, calibration, and testing of HVAC components.
• Replacement of filters, lubricating bearings, cleaning refrigerant coils, and acid testing compressors.
• Monitoring and maintaining HVAC infrastructure with an estimated lifespan of 5 years or more.
• Specific equipment on site includes Trane and Climaveneta chillers, AHUs, humidifiers, cooling towers, and various control units.

Technical Requirements

The technical requirements include:

• Adherence to maintenance activities and service level standards outlined in the scope, including scheduled inspections, calibration, and fumigation.
• Availability of skilled personnel such as project managers, control technicians, artisans, and electricians with relevant qualifications and experience.
• Response times for system failures, with specified penalties for delays beyond set durations.
• Implementation of environmental and safety standards, including waste management, pollution control, and occupational health and safety compliance.
• Regular assessments, reviews, and documentation of maintenance activities, including record sheets and system logs.
• Provision of guarantees and warranties on work performed, with defect-free periods defined post-completion.

Skills Requirements

The tender specifies that the successful bidder must possess:

• Qualified personnel including:
• Control Technicians with trade tests, certificates, and a minimum of 3 years’ experience in HVAC control systems.
• Electricians with valid licenses, experience in switchgear, distribution boards, protection systems, and issuing COC certificates.
• Artisans in mechanical and electrical trades with relevant qualifications and experience.
• Project leaders or site managers with engineering qualifications, trade tests, and experience in HVAC maintenance.
• Experience in maintaining HVAC systems, control panels, PLCs, sensors, VSDs, and related electronic controls.
• Ability to respond promptly to system failures, perform repairs, and conduct system testing and calibration.
• Knowledge of environmental management, safety standards, and regulatory compliance.
• Capability to prepare detailed maintenance records, reports, and documentation as per OEM instructions.
