Tender Summary: Medical Air Hose Supply

Objectives

The primary objective is to procure reliable, compliant medical-grade air hoses to support respiratory therapy in the Neonatal Intensive Care Unit (NICU). The procurement ensures uninterrupted, safe delivery of precisely regulated oxygen-air mixtures to neonates, maintaining high clinical standards and patient safety.

Scope

This is a once-off supply contract for six (6) sets of medical air hoses (black and white) to be delivered to Newcastle Regional Hospital. Each set includes two hoses specifically configured for neonatal oxygen blending applications. The scope encompasses full delivery to the designated hospital stores, with all logistics, handling, and incidental costs bundled into the quoted price. Goods must remain valid for a minimum of six months upon delivery.

Technical Requirements

• Functionality: Hoses must connect directly to oxygen blenders to regulate and deliver controlled O₂ flow to neonates.
• Dimensions: Exactly three (3) metres in length per hose.
• Mounting: Must include a dedicated wall-mount holder/connection mechanism.
• Compatibility: Fully interoperable with specified neonatal oxygen blender systems (e.g., Neomedoxygen or equivalent certified models).
• Quality Standards: Must be brand new, unused, defect-free, and hold current SABS/SANS approval. Expired or second-hand products are strictly prohibited.
• Sample Verification: Top-scoring bidders may be required to submit physical samples for independent compliance testing against these specifications.

Skills & Compliance Requirements

While no formal technical certifications are mandated for end-users, suppliers must demonstrate strong regulatory, logistical, and administrative capabilities:

• Valid SAHPRA licence authorising the manufacture, wholesale, or distribution of medical devices.
• Active Central Suppliers Database (CSD) registration and updated CIPC company documents.
• Proof of prior successful delivery of comparable medical/surgical items (original order and proof of delivery note).
• Full B-BBEE compliance documentation (SANAS-accredited certificate or sworn affidavit) to qualify for preference points.
• Capacity to complete mandatory government returnable forms, including conflict-of-interest disclosures, tax clearance validation, and preference claim schedules.

Key Contractual & Evaluation Terms

Evaluation Framework: A five-stage peremptory process assesses administrative compliance, delivery capacity, specification adherence, pricing/preference points, and sample verification. Failure at any stage results in immediate disqualification.

Preference Scoring: An 80/20 system applies, allocating 80 points to competitive pricing and 20 points to enterprises with at least 51% black ownership.

Penalties & Termination: Late deliveries incur daily financial penalties calculated at the prevailing prime interest rate. Material breach, fraudulent declarations, or persistent non-performance may trigger contract cancellation and temporary exclusion from public sector procurement.

Collusion Prohibition: Cover-quoting (multiple linked entities submitting bids for the same contract) is classified as fraud and triggers automatic disqualification and potential restriction penalties.
