Objectives

The primary objective is to perform specialized mobile tank cleaning on two diesel storage tanks at the Natalia health facility. The service aims to remove accumulated contaminants, restore fuel quality to meet national standards, and ensure ongoing operational safety while minimizing environmental impact and facility disruption.

Scope of Work

• Clean one 23,000-litre underground bulk diesel tank and one 4,200-litre diesel day tank using in-situ methods.
• Conduct standardized pre-cleaning fuel sampling, followed by tank cleaning, fuel remediation, and post-cleaning sampling.
• Submit fuel samples to an independent accredited laboratory for analysis against prescribed quality benchmarks.
• Manage and dispose of all generated waste at accredited facilities, providing valid disposal certificates.
• Deliver a comprehensive post-service report detailing methodologies, materials used, findings, and recommendations.
• Complete all works within three to seven days of contract award, scheduling activities to avoid operational interruptions and requiring prior authorization and a mandatory kick-off meeting with facility management.

Technical Requirements

• Full compliance with the Occupational Health and Safety Act and relevant SANAS accreditation standards for in-situ tank cleaning.
• Use of certified cleaning and remediation equipment capable of a minimum processing flow rate of 1:8 relative to tank volume, full-spectrum water extraction (free, entrained, and emulsified), three-phase filtration down to three microns, metallic particulate removal, and induction conditioning technology.
• Generation of minimal waste, restricted to less than 1% of total tank capacity (excluding water sludge and inorganic debris).
• Adherence to standardized sampling procedures (DN10/07), with samples sealed, labeled, and witnessed by departmental representatives.
• Submission of supporting documentation including equipment specification sheets, Material Safety Data Sheets (MSDS), a detailed work method statement, and waste disposal proof.
• Participation in a formal commissioning and testing program witnessed by the Department of Health’s Provincial Infrastructure Development Engineer before final handover.

Skills Requirements

• All personnel must be formally trained, experienced, and accredited in tank cleaning operations, fuel remediation procedures, and site-specific safety protocols.
• Operatives must demonstrate proven competency in operating advanced filtration, separation, and remediation systems.
• Certified copies of staff training records and accreditation certificates must be submitted during the bidding phase.
• Work must be directed by a qualified supervisor authorized to manage site logistics, enforce safety standards, and liaise with departmental officials.
