Objectives

The primary objective of this tender is to procure services for carrying out MTC A service (diesel fuel tank cleaning and remediation) at Natalia and other specified locations within KwaZulu-Natal Department of Health facilities. The service aims to ensure fuel cleanliness, remove contaminants, water, and sludge from underground and day tanks, and ensure fuel quality compliance with relevant standards.

Scope

The scope of work includes:

• Sampling and analysis of diesel fuel before and after cleaning.
• Tank cleaning and fuel remediation to remove debris, water, bio-film, and contaminants.
• Use of approved, accredited equipment and technology for cleaning and remediation.
• Disposal of contaminated waste at an accredited site.
• Providing detailed reports, certificates of remediation, and compliance documentation.
• Performing the work on specified tanks: a 4,200L day tank and 23,000L underground tank at Natalia, and other tanks as specified.

Technical Requirements

The technical requirements specify that:

• All safety standards and legislated requirements (SANAS 10089, SANAS 11089/1) must be adhered to.
• Only proven, accredited tank cleaning and fuel remediation equipment shall be used, with specifications including flow rate, water extraction, filtration down to 3 microns, and metallic particulate removal.
• Personnel must be trained, experienced, and accredited in tank cleaning and fuel remediation procedures.
• The process must minimize waste, with less than 1% of tank capacity as waste/disposal material.
• All contaminated materials and fuels must be disposed of at an accredited site, with proper documentation provided.
• Post-service sampling and laboratory analysis must confirm fuel remediation success, including compliance with SANS 342 standards.
• Work must be scheduled with prior approval, with a site briefing and a kick-off meeting.

Skills Requirements

The skills and qualifications required include:

• Proven experience and accreditation in diesel tank cleaning and fuel remediation.
• Technical expertise in operating approved cleaning equipment and handling fuel safety protocols.
• Ability to perform sampling, laboratory analysis, and interpret results.
• Competence in preparing detailed reports, certificates, and compliance documentation.
• Skilled personnel familiar with safety standards and environmental disposal regulations.
