Objectives

The primary objective is to deliver accredited theoretical and practical training for electrical engineering personnel seeking authorisation to perform high-voltage (HV) and medium-voltage (MV) switching operations. The programme aims to equip delegates with comprehensive regulatory knowledge, safety protocols, and hands-on competencies required to operate safely within live chambers and prohibited areas, ultimately leading to formal certification and operational authorisation.

Scope

The service encompasses a structured five-day training course conducted daily from 08:00 to 16:00, accommodating eleven delegates. The curriculum is divided into two equal phases: forty hours of classroom-based theoretical instruction followed by forty hours of practical application. Theoretical modules cover occupational health and safety legislation, access control, key management, isolation and earthing procedures, arc flash protection, operating instruction forms, work permit systems, abnormal condition protocols, commissioning and testing, and risk/job safety analysis. Practical components involve supervised field exercises, verification of a Portfolio of Evidence (POE), and Recognition of Prior Learning (RPL) assessments. Successful candidates must achieve an eighty percent pass mark in theoretical examinations to receive certification.

Technical Requirements

• Bidders must demonstrate capability to deliver EWSETA and SAIEE-compliant training programmes.
• The provider must maintain a dedicated training facility equipped for both theoretical instruction and practical HV/MV switching exercises.
• Accredited assessors and moderators must be available to evaluate delegate performance, verify POEs, and conduct final practical examinations.
• The contractor must supply all necessary instructional materials, examination papers, and official certification upon successful completion.
• All training must strictly adhere to national occupational health and safety standards and prescribed high-voltage operating regulations.

• Instructors must possess recognised accreditation in HV/MV switching theory and practical delivery, with proven expertise in electrical engineering disciplines.
• Assessors must hold valid EWSETA accreditation and familiarity with SAIEE competency frameworks.
• Required competencies include advanced knowledge of high-voltage regulatory compliance, arc flash protection standards, risk assessment methodologies, and RPL validation processes.
• Personnel must demonstrate proficiency in conducting practical simulations, evaluating technical portfolios, and administering standardised examinations with rigorous quality assurance.
