Objectives

The primary objective of this tender is to procure a comprehensive training programme that accredits electrical engineering personnel as authorised individuals for High Voltage (HV) and Medium Voltage (MV) switching operations. The course aims to equip delegates with the theoretical knowledge and practical competencies required to safely operate, isolate, earth, and maintain HV/MV electrical systems in full compliance with national occupational health and safety regulations.

Scope of Work

The service encompasses a structured 80-hour training programme delivered over five consecutive days, accommodating up to eleven delegates. The scope includes:

• Theoretical Component (40 Hours): Classroom-based instruction across ten core modules, concluding with a formal examination requiring an 80% pass mark.
• Practical Component (40 Hours): Hands-on operational training at a dedicated facility, supervised and verified by accredited assessors.
• Recognition of Prior Learning (RPL): Facilitation and verification of delegates’ existing field experience through a Portfolio of Evidence (POE).
• Assessment & Certification: Administration of written and practical exams, moderation, and issuance of certificates of authorisation upon successful competency demonstration.

Training must be delivered at a venue equipped for both theoretical instruction and safe practical HV/MV system operations, running daily from 08:00 to 16:00.

Technical Requirements

Bidders must demonstrate the capability to deliver a fully compliant, accredited training solution meeting the following technical criteria:

• Curriculum alignment with NQF Levels 2–3 and strict adherence to EWSETA and SAIEE accreditation standards.
• Provision of dedicated training facilities that support both classroom learning and safe, practical HV/MV switching exercises.
• Implementation of a robust assessment framework, including written examinations, practical competency evaluations, and formal moderation processes.
• Ability to manage the RPL process, ensuring delegates can accurately document and verify prior operational experience.
• Submission of a complete pricing schedule reflecting all-inclusive costs for training, materials, venue hire, assessment fees, and certification.
• Compliance with standard public sector procurement regulations, including Central Supplier Database (CSD) registration, Tax Compliance Status, and Broad-Based Black Economic Empowerment (B-BBEE) documentation.

Skills Requirements

The successful bidder must possess and deploy personnel with the following specialised competencies:

• Accredited Instructors: Qualified trainers with proven expertise in HV/MV electrical systems, regulatory frameworks, and safety protocols.
• Assessors & Moderators: EWSETA/SAIEE registered professionals capable of conducting fair, standardised practical and theoretical assessments.
• RPL Facilitators: Staff skilled in evaluating prior learning portfolios and verifying field experience against regulatory standards.
• Subject Matter Expertise: Deep understanding of electrical engineering disciplines, arc flash protection standards, work permit systems, isolation procedures, earthing techniques, and risk/job safety analysis methodologies.

• ORHVS: Operating Regulations for High Voltage/Medium Voltage Systems. It governs the legal and safety procedures for switching and maintaining live electrical infrastructure.
• NQF Levels 2–3: Refers to the National Qualifications Framework, indicating intermediate vocational competence (Level 2) to advanced technical proficiency (Level 3).
