Objectives

The primary objective of this tender is to engage a qualified and experienced service provider to unlock a BitLocker-encrypted hard drive. If unlocking the drive is not possible, the service provider must attempt to recover the data stored on the drive, ensuring all work is performed using lawful and accepted data recovery methods. Confidentiality and security of municipal information must be maintained throughout the process.

Scope

The scope includes:

• Unlocking a BitLocker-encrypted hard drive where possible.
• If unlocking is not feasible, recovering data from the drive.
• Performing all work using lawful and accepted data recovery methods.
• Providing a technical report upon completion, detailing the work performed.
• Ensuring confidentiality and security of municipal data during the process.

Technical Requirements

The service provider must:

• Attempt to unlock the BitLocker-encrypted drive where authorized recovery credentials are available.
• If unlocking is not possible but data recovery is technically feasible, proceed with data recovery.
• Not attempt to bypass, crack, or illegally defeat BitLocker encryption without authorized credentials.
• Submit a technical report after completion, including details of the work performed and results.
• Use lawful and accepted data recovery methods, ensuring confidentiality and security.

Skills Requirements

The service provider must possess:

• Proven experience in data recovery, especially with encrypted drives such as BitLocker.
• Expertise in handling encrypted storage devices securely and lawfully.
• Knowledge of lawful data recovery techniques and security protocols.
• Ability to produce detailed technical reports on recovery processes and outcomes.
