Objectives

The primary objective of this tender is to procure and replace an existing speed measurement machine with a new TruSpeed Laser Measuring Device to ensure accurate, reliable, and compliant traffic speed monitoring operations for the municipality.

Scope

The scope covers the complete supply and delivery of the specified laser measuring device, including all mandatory accessories, software, calibration documentation, and related components. The municipality reserves the right to accept the whole or part of any bid and is not obligated to accept the lowest quotation. Evaluation follows a two-stage process: administrative compliance verification followed by price and preference scoring.

• One 32GB SD card

• Two Styluses
• One Memory stick pre-loaded with Viewer Software, user instructions, and a Calibration Certificate

Suppliers must be registered on the Central Supplier Database (CSD) and verified as compliant with South African Revenue Services (SARS) tax clearance requirements. Missing mandatory compliance documentation will render the bid non-responsive.

Skills Requirements

No specialized technical, installation, or maintenance skills are explicitly mandated. The tender focuses on commercial supply capabilities, administrative compliance, and accurate completion of procurement forms. Suppliers must demonstrate proficiency in municipal supply chain management procedures, financial reporting, and the ability to provide verifiable demographic proof for preference point claims.

• 80/20 Preference Point System: A procurement scoring model where 80 points are awarded based on competitive pricing, and 20 points are allocated for socio-economic transformation goals (race, gender, and disability ownership).
• Central Supplier Database (CSD): A national government registry used to verify a supplier’s legal registration, tax compliance, and financial standing before contract award.
• Specific Goals: Demographic-based procurement incentives granting additional preference points to businesses meeting certain ownership criteria: 100% Black-owned (10 points), 100% Woman-owned (5 points), or 100% owned by persons with disabilities (5 points). Valid proof, such as CIPC certificates or medical reports, must accompany the bid.
• MBD Forms: Standard Municipal Bidding Documents required to declare potential conflicts of interest, confirm absence of past supply chain misconduct, and certify that the bid was prepared independently without collusive bidding practices.
