Objectives

The primary objective of this tender is to procure services for the repair and maintenance of low voltage electrical installations at various institutions under the Department of Public Works (DPW) for a period of six months. The focus is on ensuring the functionality, safety, and compliance of electrical systems across multiple government facilities including SAPS stations, training centers, and other departmental institutions.

Scope

The scope encompasses:

• Servicing and maintenance of existing low voltage electrical installations, substations, and associated equipment.
• Replacement of faulty or obsolete components such as cables, switchgear, lighting fittings, and accessories.
• Trenching, cable laying, and jointing for overhead and underground electrical cables.
• Installation and replacement of lighting fixtures, lamps, and control gear.
• Provision of emergency and scheduled repairs, including fault diagnosis and rectification.
• Preparation of operating and maintenance documentation for installed systems.
• Adherence to safety, health, and environmental standards during all activities.

Technical Requirements

The technical requirements include:

• Compliance with SANS 10142-2 wiring regulations and relevant national standards.
• Use of genuine, high-quality electrical components and materials of equal or better specification.
• Proper documentation of all repairs, replacements, and inspections via job cards and reports.
• Timely response to service calls, with emergency repairs within 4 hours and routine repairs within 48 hours.
• Implementation of safety measures, including signage, hazard notices, and safe working procedures.
• Provision of detailed operating and maintenance manuals for installed systems.
• Security clearance for personnel working on government facilities.
• Adherence to environmental and waste disposal regulations, including disposal of redundant materials.

Skills Requirements

The tenderer must demonstrate:

• Relevant CIDB contractor grading of at least 1 EP or higher.
• Experience in electrical maintenance and repair of low voltage systems, preferably in government or similar institutional environments.
• Qualified electrical technicians with valid trade certificates and trade test certificates.
• Proven track record of executing similar projects within stipulated timeframes and quality standards.
• Capacity to mobilize and manage skilled personnel, tools, and equipment required for the scope of work.
• Ability to prepare comprehensive documentation, including safety plans, work schedules, and operational manuals.
• Knowledge of health, safety, and environmental legislation applicable to electrical works.
• Capacity to respond promptly to service requests and emergencies, ensuring minimal disruption to facility operations.
