Objectives

The primary objective of this tender is to appoint a reputable service provider to deliver inter-provincial courier services for NHLS KZN Labs. The provider will be responsible for the safe, timely, and compliant transportation of diagnostic human samples (Category B UN3373) across provinces, ensuring sample integrity, adherence to relevant regulations, and efficient service delivery. Additionally, the RFQ aims to validate courier suppliers based on governance, capability, legislative compliance, operational infrastructure, and experience in handling biological specimens.

Scope

The scope of work includes:

• Transportation of Category B biological samples (UN3373) from NHLS KZN sites to various NHLS laboratories across provinces such as Gauteng, Free State, Western Cape, and others.
• Provision of vehicles compliant with hazardous goods regulations, equipped with temperature monitoring and spill kits.
• Handling of specimens with proper packaging, marking, and labeling, maintaining cold chain integrity.
• Use of electronic or manual tracking systems, with drivers wearing identifiable uniforms.
• Employment of competent drivers trained in handling dangerous goods, with contingency plans for absenteeism.
• Compliance with all applicable national and international transportation regulations, including ICAO and WHO standards.
• Provision of documentation such as waybills, temperature control records, and incident reports.
• Insurance coverage for vehicles, samples, and third-party liabilities.
• Periodic reporting, audits, and adherence to safety and legal standards over a 12-month contract period.

Technical Requirements

The technical evaluation will consider:

• Experience in transporting Category B biological samples on a national network (minimum 1-4 years).
• Provision of at least three references from current or recent contracts involving similar biological sample transportation.
• Demonstrated ability to maintain sample integrity through temperature control systems and emergency response plans.
• Compliance with packaging standards (triple packaging UN3373), labeling, and documentation procedures.
• Registration with relevant authorities such as the NBCRFLI and valid Dangerous Goods permits.
• Provision of driver training certificates, medical fitness certificates, and proof of compliance with health and safety standards.
• Implementation of safety procedures for accidents, spills, and biological spills, including SOPs and spill kits in vehicles.
• Use of temperature monitoring devices and electronic tracking systems for real-time sample monitoring and route management.
• Adherence to all applicable laws, regulations, and international standards for hazardous and biological goods transportation.

Skills Requirements

The successful bidder must demonstrate:

• Proficiency in handling and transporting hazardous biological materials, with trained and certified drivers.
• Operational capacity to manage variable collection times, after-hours pickups, and weekend routes.
• Capability to employ and manage subcontractors with prior approval, ensuring consistent service quality.
• Knowledge of pathology/laboratory services and experience in courier logistics for biological specimens.
• Ability to implement and monitor temperature control measures, safety protocols, and emergency response procedures.
• Effective documentation and reporting skills, including maintaining accurate trip sheets, waybills, and incident reports.
• Compliance with all safety, health, and legal standards, including driver medicals, vaccinations, and environmental controls.
