Objectives

The primary objective of this tender is to appoint an electrical contractor responsible for the design, supply, delivery, installation, and commissioning of a 50kW Solar Photovoltaic (PV) system combined with Battery Energy Storage Systems (BESS) at NHLS Bisho Laboratory. The project aims to enhance energy resilience, reduce dependence on the national grid, and support NHLS’s strategic goals of operational continuity, cost savings, and environmental sustainability through renewable energy integration.

Scope

The scope encompasses:

• Conducting a feasibility study for the solar PV and BESS installation at NHLS Data Centre in Sandringham.
• Designing site-specific solar PV and energy storage solutions, including mounting structures, PV modules, inverters, and associated infrastructure.
• Procurement, supply, and delivery of all materials and equipment.
• Installation, commissioning, and testing of the solar PV system and BESS, including integration with existing power systems and grid connection.
• Performing necessary inspections, tests, and certification to ensure compliance with standards and regulations.
• Providing maintenance manuals, asset governance documents, and training NHLS staff for operational management.
• Developing and implementing maintenance and operational strategies for the installed systems.
• Ensuring proper labelling, marking, and handover procedures are followed.

Technical Requirements

The technical specifications include:

• Design of a 50kW solar PV system with high-efficiency mono solar panels, mounted on galvanized rails, with a 15-year warranty.
• Use of high-capacity lithium batteries (minimum 61.44kWh) with a 10-year warranty, integrated with the PV system.
• Installation of hybrid inverters capable of managing PV input, battery storage, and grid connection, with appropriate protection and safety features.
• Implementation of a smart energy management system (EMS) with Battery Management System (BMS), monitoring, and control functionalities.
• Compliance with South African standards (SANS 10142, SABS standards) and grid codes, including safety, labelling, and signage requirements.
• Provision of warranties: PV modules (product 10 years, performance 25 years), mounting structures (20 years), inverters (10 years), batteries (15 years), and civil works (1 year).
• Testing and commissioning procedures, including islanding, synchronization, and safety checks.
• Guarantee and maintenance period of 12 months post-installation, with a retention period of 3 months.

Skills Requirements

The contractor must demonstrate:

• CIDB registration in grading designation 2EB or higher.
• Availability of qualified and experienced project management personnel, including a registered Project Manager with at least 5 years’ experience in solar PV and energy systems, possessing relevant qualifications (e.g., B-Tech/BSc in Electrical Engineering) and valid registration with ECSA.
• Qualified electricians and technicians with relevant trade tests, CVs, and experience in solar PV, battery systems, and electrical installations.
• Capability to perform detailed design, engineering, manufacturing, procurement, installation, testing, and commissioning of renewable energy systems.
• Ability to provide training and capacity building for NHLS staff on operation and maintenance of the installed systems.
• Proven track record of similar projects, supported by reference letters and contract completion certificates.
• Knowledge of South African standards, safety regulations, and grid connection requirements.
