Objectives

The primary objective of this tender is to appoint an electrical contractor responsible for the design, supply, delivery, installation, and commissioning of a 50kW Solar Photovoltaic (PV) system combined with Battery Energy Storage Systems (BESS) at NHLS Eastern Cape Humansdorp Laboratory. The project aims to enhance energy resilience, reduce dependence on the national grid, and support NHLS’s strategic goals of operational continuity, cost reduction, and environmental sustainability through renewable energy adoption.

Scope

The scope of work includes:

• Conducting a feasibility study for the solar PV and BESS installation at NHLS Humansdorp Laboratory and Data Centre.
• Designing site-specific solar PV and energy storage solutions, including mounting structures, PV modules, inverters, and associated electrical infrastructure.
• Procurement, supply, delivery, and off-site/on-site testing of all materials and equipment.
• Installation, commissioning, and integration of the solar PV system with existing power sources, including grid and standby generators.
• Performing tests and inspections to ensure system performance, safety, and compliance with standards.
• Providing training, manuals, and documentation for system operation and maintenance.
• Developing maintenance and operational strategies, including handover procedures and warranty management.
• Ensuring minimal disruption to hospital operations during installation, with phased work and after-hours activities as needed.

Technical Requirements

The technical specifications include:

• Design of a 50kW solar PV system with energy storage capacity to support approximately five hours of backup power.
• Use of high-quality, SABS-approved PV modules, mounting structures, inverters, and batteries with specified warranties (e.g., PV modules with 25-year performance warranty, batteries with 15-year warranty).
• Incorporation of energy management systems (EMS), battery management systems (BMS), and smart meters for real-time monitoring and optimization.
• Compliance with South African standards (SANS 10142, SANS 10400), grid codes, and safety regulations.
• Labelling and marking of all equipment according to standards.
• Provision of comprehensive warranties, including defect liability periods and maintenance support.
• Testing and commissioning procedures, including islanding, synchronization, and safety checks.
• Design considerations for site-specific conditions, including geographical layout, sunshine hours, and existing infrastructure.

Skills Requirements

The tender specifies the following skills and qualifications for personnel involved:

• Project Manager: A registered professional engineer or technologist with a minimum of 5 years’ experience in solar PV system design and installation, including relevant CVs, certificates, and proof of registration (ECSA). Must demonstrate experience managing similar projects and provide a project approach and methodology.
• Electrical Technicians/Tradesmen: Qualified electricians with relevant trade test certificates, a minimum of 5 years’ experience in electrical installations, and familiarity with PV systems, inverters, and energy storage solutions. Must be available on site during handover and commissioning.
• Site Supervisors and Technical Staff: Skilled personnel with experience in PV system installation, testing, and safety compliance, capable of overseeing site activities, ensuring standards are met, and coordinating with hospital operations.
• Training and Knowledge Transfer: The contractor must involve NHLS staff in system operation, maintenance, and troubleshooting, providing appropriate training materials and manuals.

Overall, personnel must be competent, certified, and experienced in renewable energy projects, with a focus on safety, quality, and compliance with South African standards.
