Objectives

The primary objective of this tender is to appoint an accredited service provider to conduct the "Introduction to Safety Management Training Course (SAMTRAC)" and SAMTRAC training courses for seven (7) employees within the City of Johannesburg's Group Corporate & Shared Services. The training aims to equip participants with the knowledge and skills necessary to apply risk management principles, comply with occupational health and safety legislation, and promote a safe and healthy work environment by actively identifying hazards and risks.

Scope

The scope of work involves training Group Corporate and Shared Services employees on both the Introduction to SAMTRAC and full SAMTRAC courses. The training will cover:

• Understanding SHE legislation and legal compliance
• Emergency planning and SHE documentation
• Data collection, review, and storage related to SHE and technical workplace data
• Planning, implementing, and maintaining SHE management systems
• Fundamentals of SHE management theory and practice
• Risk management and hazard identification
• Development and implementation of hazard identification risk assessments (HIRA)
• Monitoring and assessing risk management procedures
• Analyzing SHE incidents and technical process changes for improvements
• Training logistics including venue, catering, manuals, learner support, and certification

Technical Requirements

The technical requirements for the tender include:

• Accreditation with HWSETA, MERSETA, LGSETA, or equivalent ETQA bodies
• Provision of proof of unit standards accreditation and qualified facilitators, assessors, and moderators with relevant experience
• Development and delivery of training content aligned with occupational standards
• Provision of training materials, manuals, and assessment tools
• Facilitation of training sessions, monitoring, and learner support
• Issuance of certificates of competency upon successful completion
• Adherence to occupational health and safety regulations during training delivery
• Provision of venue, catering, and necessary logistical arrangements

Skills Requirements

The skills and qualifications required from the service provider include:

• Accredited training providers with valid certification from recognized ETQA bodies (HWSETA, MERSETA, LGSETA)
• Facilitators, assessors, and moderators with proven experience in SHE training, specifically SAMTRAC courses
• Demonstrated expertise in occupational health and safety legislation and risk management
• Ability to develop and deliver comprehensive SHE training programs
• Strong organizational and logistical skills to manage training logistics effectively
• Capacity to provide learner support and assessment services
• Proven track record of conducting similar SHE training courses within the public or private sector
