Objectives

The primary objective of this tender is to supply, install, and commission a solar backup system at NHLS Untunjambili Laboratory. The project aims to enhance the laboratory's energy resilience through the provision of a reliable solar backup solution that meets technical and safety standards, ensuring continuous operation and compliance with regulatory requirements.

Scope

The scope of work includes:

• Supply of solar backup system components, including solar panels, inverters, batteries, protection devices, and associated electrical equipment.
• Installation of rooftop solar panels and electrical infrastructure as per specifications.
• Commissioning of the entire solar backup system, including testing and certification.
• Provision of necessary documentation such as Certificates of Compliance (CoC) and PV Green Card.
• Adherence to safety, health, and environmental standards during installation.
• Coordination with hospital operations to minimize disruption during construction, including phased work and after-hours activities.

Technical Requirements

The technical requirements include:

• Installation of rooftop solar panels with a capacity between 550W and 650W, mounted on suitable structures.
• Provision of 2-pole D.C. isolators and surge protection devices.
• Electrical protection boxes with 63A isolators and surge protection between inverter and Eskom supply.
• Supply and installation of batteries, inverters, and associated electrical protection devices compliant with SABS standards.
• Proper load balancing, circuit separation, and compliance with SANS10142 installation rules.
• Installation of electrical wiring, switches, and outlets with appropriate labeling and safety measures.
• Provision of safety signage, scaffolding, hoarding, and other safety measures to ensure safe working conditions.
• Testing, certification, and handover including PV Green Card and CoC.

Skills Requirements

The tender requires bidders to demonstrate:

• CIDB registration in the relevant grading (minimum 1EB or higher).
• Availability of qualified and experienced personnel for electrical and solar system installation.
• Previous experience with similar solar backup projects, preferably in healthcare or sensitive environments.
• Capability to manage project phases, coordinate with hospital operations, and adhere to safety standards.
• Provision of valid safety and compliance certificates, including PV Green Card and electrical licenses.
• Ability to prepare and submit all required documentation, including Certificates of Compliance, technical certificates, and project references.
