Objectives

To procure reliable, certified uninterruptible power supply systems that ensure continuous operational power for City Power Johannesburg’s critical infrastructure during grid failures, while adhering to municipal procurement standards and socio-economic transformation targets.

Scope

Supply and delivery of 1,600 units of PECU Micro Type 1800VA Fail-On systems. All goods must be delivered directly to designated City Power stores. Pricing must be fixed, firm, and inclusive of VAT. Submissions are strictly physical; electronic or faxed quotations will be rejected. The procurement follows a two-stage evaluation process requiring a minimum 80% threshold to advance.

Technical Requirements

• Fully completed, signed, and compliant technical schedule (reference CP_TSSPEC_012).
• Submission of a complete, verifiable type test report confirming equipment performance and safety standards.
• Valid ISO 9001:2015 quality management certification issued by the original manufacturer.
• Mandatory returnable documentation: valid SARS PIN, certified B-BBEE certificate or sworn affidavit (≤3 months old), CSD unique number, current municipal rates and taxes statement (not in arrears >90 days), valid CIPC company registration, and certified ID copies of all directors and shareholders.
• Strict compliance with municipal supply chain management declarations, including conflict-of-interest, past procurement conduct, and independent proposal determinations.

Skills & Compliance Requirements

• Proven capability to source or manufacture industrial-grade power backup equipment meeting municipal specifications.
• Expertise in South African public procurement frameworks, including accurate completion of standard Municipal Bid Documents (MBD forms).
• Ability to substantiate socio-economic transformation claims through verified corporate ownership structures (e.g., ≥51% black ownership, ≥30% black women ownership, or disability-owned enterprise status).
• Strong administrative and compliance management skills to ensure zero-defect documentation submission and adherence to strict closing deadlines.

• Fail On: A power protection configuration where the system automatically and instantly engages backup power upon mains failure, eliminating any interruption to connected loads.
• MBD Forms: Standard South African municipal bidding templates (MBD4, MBD6.1, MBD8, MBD9) used to declare state-related interests, claim preference points, confirm clean supply chain history, and certify that bids were prepared independently without collusion.
• 80/20 Preference Point System: A weighted evaluation model allocating 80 points to competitive pricing and 20 points to specific socio-economic goals, primarily focused on historically disadvantaged ownership structures.
• CSD Unique Number (MAAA): A Central Supplier Database identifier mandated for all entities engaging with South African government and municipal entities.
• Type Test Report: Independent laboratory certification demonstrating that the equipment has been rigorously tested against specified electrical, environmental, and safety parameters under controlled conditions.
