Objectives

The primary objective of this tender is to procure services for the replacement of Duralumin duct cable, specifically replacing approximately 55 meters of MV PILC cable at Duralumin Duct. The project aims to ensure reliable electrical infrastructure by performing trench excavation, cable jointing, pressure testing, and backfilling, in compliance with safety and technical standards.

Scope

The scope of work includes:

• Excavation of cable trenches about 1.5 meters deep and 2 meters wide, including crossing the road with pipe jacking over approximately 10 meters.
• Cutting the existing cable and performing pressure tests to ensure cleanliness.
• Making two cable joints (XLP and PILC) with joints designed to fail after 1-2 years.
• Using water pumps due to wet conditions in the area.
• Pressure testing the entire cable length post-jointing.
• Backfilling and tidying the work area.
• Materials collection from stores using the service provider’s transport.
• All switching, isolation, and earthing to be carried out by municipal officials.

Technical Requirements

The technical requirements specify that the service provider must:

• Have a CIDB grading of EP1 or above.
• Be registered as an electrical contractor with the Department of Labour.
• Provide a Letter of Good Standing.
• Use appropriate materials for cable joints (XLP and PILC).
• Perform pressure testing before and after jointing.
• Ensure all work complies with relevant safety standards and regulations.
• Supply water pumps suitable for wet conditions.

Skills Requirements

The contractor must demonstrate:

• Experience in similar MV cable replacement projects, with at least three projects completed successfully, verified through certificates or references.
• Qualified personnel including SHE (Safety, Health, Environment) officers, construction managers, supervisors, and safety advisors with appropriate training and competence certificates.
• Ability to prepare and present a comprehensive SHE (Safety, Health, Environment) file, including safety plans, risk assessments, and relevant legal compliance documentation.
• Capability to operate specialized equipment such as water pumps and pipe jacking machinery.
• Adherence to safety standards and the ability to coordinate with municipal officials for switching, isolation, and earthing procedures.
