Objectives

To invite competitive quotations for the supply and delivery of LED lamps to City Power Johannesburg, in accordance with the published specifications and municipal procurement rules. Prices must be inclusive of VAT, fixed and firm, and delivery must be made to the relevant City Power store.

Scope

• RFQ reference: RFQ NUMBER 12052786.
• Closing date: 27/08/2026 at 11h00.
• Quotations must depend on the completed attached Bill of Quantities; failure to complete it will render the quote non-responsive.
• No emailed or faxed quotations will be accepted; submission must be at the quotation box.
• If no official Purchase Order is received within 14 days after closing, the quotation must be considered unsuccessful.
• Only quotations with the requisite documents and information will be accepted.

Supporting / Returnable Documents

• Valid and original SARS certificate (SARS PIN).
• Valid and certified B- B-BBEE certificate or sworn capacity declaration that complies with BBBEE Practice Guide 01 of 2018.
• Completed and signed MBD forms: MBD 4, MBD 6.1, MBD 8 and MBD 9.
• CSD unique supplier number.
• Municipal rates and taxes statement in the name of the company/director, not older than three months and not in arrears for more than 90 days, or a signed lease agreement.
• Valid CIPC documents.
• Certified ID copies of shareholders and directors.

Stage 1 Technical Evaluation

A minimum threshold of 80% must be achieved to proceed to the next stage. The Stage 1 scoring is based on:

• Catalogue and data sheet for both items – weight: 50
• Proof of a minimum 12-month manufacturer/supplier warranty for both items – weight: 30
• Proof of a valid ISO 9001:2015 certificate from the manufacturer for both items – weight: 20

Stage 2 Preference Point Evaluation

Price: 80 points. Specific goals: 20 points. Specific goals include:

• Exempt Micro Enterprises (EMEs) that are 51% black owned (5 points)
• Enterprises owned by black people with at least 51% shareholding (5 points)
• Enterprises owned by black youth with at least 51% shareholding (5 points)
• Enterprises owned by black people with disabilities with at least 51% shareholding (5 points)

Skills and Eligibility Requirements

The tender does not specify detailed evaluation or personnel skill criteria.
